Phase 3A: Mine Stage 2 of North Pit to design depth. Backfill Stage 1 of North <br /> Pit with overburden and fines to 15 feet above groundwater and replace topsoil. <br /> Store groundwater in South Pit. <br /> Phase 38: Mine Stage 3 of North Pit todesigndepth. Backfill Stage 2 of North <br /> Pit with overburden and fines to 15 feet above groundwater. Replace topsoil. <br /> Store groundwater in South Pit. <br /> Phase 4: Stage 3 of North Pit remains as pond for agricultural use (elevation 75 <br /> feet). Stage 1 and Stage 2 of North Pit backfilled to 15 feet above groundwater <br /> (elevation 90 feet-Final Reclamation). South Pit backfilled to 15 feet above <br /> groundwater(elevation 90 feet). Replace topsoil. <br /> The entire project site is 217.5 acres. Excavation will occur on approximately 155 acres <br /> and a processing plant will be constructed on approximately 10 acres of the project site. <br /> Reclamation will occur on all 165 acres of disturbed land. The parcels are zoned AG-40 <br /> (General Agriculture-40 acre minimum) and the General Plan designation is A/G <br /> (General Agriculture). The project site is located on the west side of Koster Road (east <br /> of the Delta Mendota Canal) between Vernalis Road (State Route 132) and Blewett <br /> Road, southeast of Tracy. <br /> CEQA Review <br /> The Community Development Department has reviewed the proposed Quarry <br /> Excavation application and determined that an Environmental Impact Report (EIR) <br /> needs to be prepared. A Notice of Preparation has been prepared and has been <br /> referred to local agencies, surrounding properties and the State Clearinghouse. A copy <br /> of the Notice of Preparation has been attached for review. The review period will end on <br /> May 12, 2004. The Community Development Department is in the process of preparing <br /> a Request for Proposal (RFP) to obtain a list of potential consultants for preparation of <br /> the EIR. The Community Development Department will schedule additional meetings <br /> with the applicant as the EIR process continues. <br /> Easements <br /> The Community Development Department has received a letter from an attorney <br /> representing a neighbor who currently has a recorded access easement through the <br /> center of an excavated portion of the project site. The roadway extends from Koster <br /> Road to the Delta Mendota Canal and across a bridge over the Canal to the neighbors <br /> property. The applicant has not indicated how the easement will be addressed. While a <br /> twenty (20)foot wide private roadway is shown on the site plans, the relocation of this <br /> roadway has not been addressed.
