applicant will need to work with the Department of Fish and Game to determine <br /> appropriate mitigation and monitoring. <br /> Air Quality: <br /> The project will generate dust from excavation, hauling and processing operations. <br /> Equipment and traffic will also contribute to air quality impacts. The San Joaquin Valley <br /> Air Pollution Control District (SJVAPCD) stated in a conversation on March 5, 2004, that <br /> the project will result in significant air quality impacts and that an EIR should be <br /> prepared. Specifically, the District is concerned with air quality impacts from the quarry <br /> operation and the emissions generated from the use of diesel trucks used for <br /> transporting materials. <br /> Noise: <br /> There are no residences on the quarry site. The nearest residence to the quarry is on <br /> the north side of State Route 132, approximately 600 feet northeast of the project site <br /> and approximately 1,400 feet northeast of the proposed processing facility. The <br /> proposed haul route includes the use of State Route 132, Koster Road, Ohm Road, <br /> Blewett Road & Bird Road. The applicant states that typical quarry operating hours <br /> would be from 6:00 a.m. and 8:00 p.m. Typical processing and hauling of material from <br /> the aggregate plant, hot mix asphalt plant, Portland Cement concrete plan, and recycle <br /> plant would occur Monday through Friday from 5:00 a.m. to 5:00 p.m. Operations would <br /> normally occur five days per week. Extended operations could occur sporadically to <br /> meet customer demands. Because of the close proximity of the quarry operation and <br /> processing plant to nearby residences, project related noise impacts are potentially <br /> significant. <br /> Traffic: <br /> The applicant is proposing ingress from State Route 132 to Koster Road to Ohm Road to <br /> the project site. Egress from the project site is from Koster Road to Blewett Road to Bird <br /> Road to Interstate 5. The Department of Public Works states that the use of the haul <br /> route and number of trips generated on a daily basis by the quarry will result in <br /> cumulative traffic impacts that will need to be reviewed in a Traffic Study. As a result, <br /> traffic impacts will need to be reviewed in an EIR. <br /> Cumulative: <br /> There are five (5) potentially cumulative impacts that will occur as a result of this project. <br /> These impacts include groundwater quality and quantity, loss of agricultural land, air <br /> quality, noise and traffic. <br /> Mandatory Findings of Significance: <br /> The Initial Study has identified several areas where the proposed project may generate <br /> significant environmental impacts. These include groundwater quality and quantity, loss <br /> of agricultural land, air quality, noise & traffic. Based upon this it can be concluded that <br /> the project may adversely impact the environment and an Environmental Impact Report <br /> shall be prepared. <br /> Please see the attached Initial Study for additional information. <br />
