INITIAL STUDY CONTINUED <br /> PA-03-550 (QX) <br /> Project Description: <br /> Quarry Operation <br /> The project is a phased Quarry Excavation application to extract 20 million cubic yards <br /> of aggregate (30 million tons) over a forty (40) year period. The excavation will occur on <br /> approximately 155 acres (five parcels) of a 217.5 acre project site. The applicant also <br /> proposes to construct a processing plant with ancillary buildings on approximately 10 <br /> acres of the project site. Reclamation will occur on all 165 acres of disturbed land. It is <br /> anticipated that an average of 750,000 tons of aggregate will be produced annually. The <br /> average groundwater depth is 75 feet above mean sea level (AMSC). The maximum <br /> depth of the quarry excavation will be 175 feet (15 feet AMSC), <br /> Reclamation Plan <br /> The project will be excavated and reclaimed in four (4) phases using two pits; the South <br /> Pit (approximately 40 acres) and the North Pit (approximately 115 acres), respectively. <br /> Each pit will be excavated and reclaimed in stages as follows (also see attached Figure <br /> 14 from reclamation plan): <br /> Phase 1A: Excavate South Pit to groundwater. Excavate Stage 1 to design <br /> depth and backfill fines in Stage 1 while excavating Stage 2 of South Pit. <br /> Phase 1B: Excavate Stage 1 of North Pit to 20 foot depth. Store water from <br /> South Pit in Stage 1 of North Pit. Mine South Pit to design depth. <br /> Phase 2A: Mine Stage 1 of North Pit to groundwater. Backfill South Pit with <br /> overburden and fines to 15 feet above groundwater. <br /> Phase 2B: Mine Stage 1 of North Pit to design depth. Store groundwater in <br /> South Pit. <br /> Phase 3A: Mine Stage 2 of North Pit to design depth. Backfill Stage 1 of North <br /> Pit with overburden and fines to 15 feet above groundwater and replace topsoil: <br /> Store groundwater in South Pit. <br /> Phase 3B: Mine Stage 3 of North Pit to design depth. Backfill Stage 2 of North <br /> Pit with overburden and fines to 15 feet above groundwater. Replace topsoil. <br /> Store groundwater in South Pit. <br /> Phase 4: Stage 3 of North Pit remains as pond for agricultural use (elevation 75 <br /> feet). Stage 1 and Stage 2 of North Pit backfilled to 15 feet above groundwater <br /> (elevation 90 feet-Final Reclamation). South Pit backfilled to 15 feet above <br /> groundwater (elevation 90 feet). Replace topsoil. <br /> The project site is located on the west side of Koster Road (east of the Delta Mendota <br /> Canal) between Vernalis Road (State Route 132) and Blewitt Road, southeast of Tracy. <br />
