State law requires that land use within airport areas of influence must conform to the Airport Land Use Plan. <br /> The location of the proposed Quarry Excavation application to excavate approximately 20 million cubic yards(30 million <br /> tons)of aggregate from 155 acres of a 217.5 acre project site. The project also includes the construction of a processing plant <br /> and the construction of approximately 10,000 square feet of building space for the operation of the quarry(10)acres). The <br /> project is phased over a 40 year period—is located on the west side of Koster Road(east of the Delta Mendota Canal), <br /> between Vernalis Road(State Route 132)and Blewitt Road, southeast of Tracy(APN/Address: 255-080-08; 35775 S.Koster <br /> Road,Tracy)(Supervisorial District 5). The property is zoned AG-40(General Agriculture)and the General Plan <br /> Designation is A/G(General Agriculture). Some restrictions may apply to projects that fall within this zone, and <br /> development on this land must adhere to the standards outlined in the 1993 amended Airport Land Use Plan. The standards <br /> pertinent to this zone includes,but are not limited to,the following: <br /> • The use of non-reflective materials,transmissions, and visual distractions to pilots; <br /> • Radio transmissions that would interfere with aircraft communications/navigation are not permitted; <br /> • Residential uses are permitted if insulated to reduce interior noise to a level no higher than 45 dB; <br /> • A Deed of Avigation and Hazard Easement is recorded in favor of the Airport Operator when new <br /> residential land use involved 5 or more units;and <br /> • Proposed schools that are to be located within a 2-mile radius of an airport must undergo a review by <br /> Caltrans Division of Aeronautics and the State Department of Education. <br /> In addition,the property owner should be aware of the potential need to file FAA Form 7460-I entitled Notice of Proposed <br /> Construction or Alteration.
