San Joaquin Valley <br /> Air Pollution Control District <br /> San Joaquin Valley Air Pollution Control District <br /> Regulation VIII — Fugitive PM1O Prohibitions <br /> Dust Control Plan <br /> Rule 8021 — Construction, Demolition, Excavation, Extraction, and Other Earthmoving Activities requires <br /> the owner or operator of a construction project to submit a Dust Control Plan to the District if at anytime the <br /> project involves: <br /> _ • Residential developments of ten (10)or more acres of disturbed surface area, <br /> • Non-residential developments of five (5)or more acres of disturbed surface area, or <br /> • Relocation of more than 2,500 cubic yards per day of materials on at least three (3) days of the project. <br /> A Dust Control Plan identifies the fugitive dust sources at the construction site and describes all of the fugitive <br /> dust control measures that will be implemented before, during, and after any dust generating activity for the <br /> duration of the project. One Dust Control Plan may cover a single project or multiple projects at different sites <br /> where construction will commence within the following 12 months. <br /> The District will review and approve, conditionally approve, or disapprove the Dust Control Plan within 30 days <br /> of submittal. Construction activities shall not commence until the Dust Control Plan has been approved <br /> or conditionally approved. An owner or operator must also provide written notification to the District via fax or <br /> mail within 10 days prior to the commencement of earthmoving activities. A copy of the approved Dust Control <br /> Plan must be retained at the project site and made available upon request by a District inspector. <br /> At least one key individual representing the owner or operator, or any person who prepares a Dust Control Plan <br /> must complete a Dust Control Training Course presented by the District.
