INTRODUCTION <br /> Bollard Acoustical Consultants, Inc. (BAC)has been retained by Resource Design Technology, Inc. <br /> to assist in the development of a Noise Control Plan (NCP) for the DeSilva Gates Quarry Project <br /> (Project), in San Joaquin County, California. The purpose of this plan is to develop specific <br /> strategies for mitigating noise impacts of the project to a less than significant level at the nearest <br /> noise-sensitive land uses (residences) to the project site. <br /> This NCP utilizes information contained within the Administrative Draft Environmental Impact <br /> Report (ADEIR) prepared for this project by Jones & Stokes, Inc., with supplemental analysis by <br /> BAC and guidance from San Joaquin County. <br /> BACKGROUND <br /> The ADEIR noise section prepared for this project contains 3 distinct impact statements. The first <br /> and third impact statements (N-1 and N-3), pertain to noise impacts associated with project <br /> construction and reclamation, and off-site traffic. These impacts were found to be less than <br /> significant with mitigation incorporated, and less than significant without requiring mitigation, <br /> respectively. As a result, these impact statements are not the focus of this noise control plan. <br /> The second (N-2), pertains to noise impacts associated with ongoing mining and processing <br /> activities, and was found to be significant even with mitigation (significant and unavoidable). It is <br /> this impact that was subject to additional analysis in an effort to develop this noise control plan <br /> which could be implemented to reduce this impact to a less than significant level. As a result, the <br /> following sections specifically address noise impacts associated with mining and processing. <br /> ADDITIONAL ANALYSIS <br /> Standards of Significance <br /> _ The ADEIR utilizes the standards contained in Table 3.J-3 (County Code Maximum Allowable <br /> Outdoor Noise Exposure for Stationary Sources) for the assessment of project noise impacts <br /> associated with mining and processing activities. Specifically, the standards consist of average <br /> noise levels of 50 dB Leq during daytime hours, and 45 dB Leq during nighttime hours, at <br /> potentially affected noise-sensitive uses (residences). <br /> Based on the results of the ambient noise monitoring program reported the ADEIR, it appears that <br /> these standards would be appropriate for the nearest residences to the project site on the South <br /> _ Side of Highway 132, as ambient noise conditions at these locations appearto be below the County <br /> Code standards. <br /> Page -1- <br />
