NOTICE OF PREPARATION <br /> Environmental Impact Report No. PA-0200065 <br /> On the basis of the Initial Study prepared for the project described below, the <br /> Environmental Review Officer has determined that the project may have a significant <br /> impact on the environment and hereby gives notice that an Environmental Impact Report <br /> is to be prepared in accordance with the provisions of the California Environmental <br /> Quality Act (CEQA) as amended. <br /> Application: <br /> The applicant, RMC Pacific Materials, has submitted a Quarry Excavation application (a <br /> discretionary project, subject to approval by the Planning Commission) to permit a 688- <br /> acre sand and gravel quarry. Approximately 590 acres or 85 percent of the proposed <br /> quarry is located in San Joaquin County and the remaining portion of the quarry, <br /> approximately 98 acres, is located in Stanislaus County. <br /> For processing the applications and performing the Environmental Impact Report (EIR) <br /> the Community Development Departments for the respective counties have agreed that <br /> San Joaquin County will be the lead agency and Stanislaus County will be a responsible <br /> agency. <br /> Project: <br /> The proposed quarry project is located on 688 acres near the Vernalis area, in <br /> southwestern San Joaquin County. Approximately 590 acres of the proposed quarry will <br /> be located in San Joaquin County, the remaining 98 acres are located in Stanislaus <br /> County. The applicants are proposing a sand and gravel quarry that is expected to <br /> generate more than 100 million tons of sand and gravel over the 60 year period that the <br /> quarry is expected to operate. The project will be mined in nine phases with reclamation <br /> being completed two years after the completion of mining for each phase. The quarry <br /> will have an onsite processing plant and concrete batch plant. The project site is <br /> currently in agriculture, as orchard and row crops. The applicant indicates that once <br /> mining is complete the property will be reclaimed to agriculture and open space. <br /> Project Size: <br /> 688 acres. Approximately, 590 acres in San Joaquin County and 98 acres in Stanislaus <br /> County. <br /> Location: <br /> The project is located southeast of Tracy in the vicinity of the southeast corner of Koster <br /> and Blewett Roads. <br /> Notice of Preparation 1 PA-0200065 <br />
