The excavation of the sand and gravel deposits will involve extensive modifications to <br /> the site. The applicants are proposing to have temporary slopes of%to 1, which <br /> exceeds 1:1 as specified in the San Joaquin County Development Title Section 9- <br /> 1415.3(k)(5). In order to exceed the 1:1 slope the applicant must provide the <br /> Community Development Department with a slope suitability study. The Development <br /> Title Section 9-1415.3(k) requires that all slopes over fifty feet in height shall be terraced. <br /> The applicant is proposing that final slopes have a full-engineered 2:1 slope without the <br /> required terracing. County standards for slopes are designed to reduce the likelihood of <br /> erosion and mudslides. This is a potentially significant impact. <br /> Also, as previously explained in the discussion on water, the applicant is proposing to <br /> ,. relocate Hospital Creek to increase the area that could be mined. Grading and mining in <br /> the area could alter the stream flow on a permanent basis. This is a potentially <br /> significant impact. <br /> Plant/Animal Life <br /> The Department of Fish and Game has indicated in a telephone conversation dated <br /> January 29, 2002 that the project will result in a loss of habitat and recommends <br /> participation in the San Joaquin Multi- Species Habitat Conservation Plan (SJMSHCP). <br /> Participating in the SJMSHCP will reduce the potential impact to less than significant. If <br /> the applicant decides to participate in the SJMSHCP the mitigation fees will be collected <br /> at the time of development of the proposed quarry. <br /> Air/Climate <br /> The project will generate dust from excavation, hauling, and processing operations. <br /> _ Equipment and traffic will also contribute to air quality impacts. The San Joaquin Valley <br /> Air Pollution Control District (SJVAPCD) has reviewed the referral information. In a letter <br /> dated January 28, 2002, the SJVAPCD indicates that it is likely the proposed project will <br /> exceed the District levels of Nitrogen Oxides and Volatile Organic Compounds and <br /> indicated that further review is necessary. This is a potentially significant impact. <br /> Noise <br /> Trucks associated with the proposed quarry may create noise levels along haul routes <br /> that exceed noise standards for residences in the proximity of the haul route. <br /> Residences in proximity of the project site may also be exposed to noise levels from <br /> quarry equipment and processing plant that exceeds the maximum levels in the San <br /> Joaquin County Development Title. This may be a potentially significant impact. <br /> Traffic/Circulation <br /> _ The Public Works Department estimates that the proposed quarry will generate <br /> approximately 500 trip ends per day. This is expected to have a significant impact on <br /> County roads. In the letter dated January 25, 2002, the Public Works Department is <br /> requiring that a traffic study be completed and that all mitigations proposed in the traffic <br /> study be Conditions of Approval.
