Attachment to Initial Study for QX-01-2 <br /> Project Description: <br /> The project is a Quarry Excavation application for a sand and gravel mining operation. <br /> The mining operation will take place on approximately 688 acres and is expected to <br /> generate more than 100 million tons of sand and gravel over a 60-year period. The <br /> mining will be divided into nine phases; each phase will last approximately two to 12 <br /> years. Approximately 590 acres, or 85 percent of the proposed quarry, is located in San <br /> Joaquin County; the remaining portion of the quarry is located in Stanislaus County. <br /> Current Site Conditions: <br /> The site is located south of Blewett Road, east of Koster Road, north of Hospital Creek <br /> and west of Welty Road, southeast of Tracy. The site is bounded on the west by the <br /> Delta Mendota Canal. The western property line is approximately 300 feet from the <br /> centerline of the Delta Mendota Canal. <br /> The proposed site and the surrounding area are relatively level. The majority of the site is <br /> in orchard. A residence and a bam are also located on the project site. <br /> Surrounding Land Uses: <br /> The project site is located in an agricultural area used for orchards and row crops. There <br /> are also quarries in the surrounding area, particularly to the west of the project site where <br /> a quarry is located on the west side of Koster Road. <br /> DISCUSSION OF IMPACTS <br /> lb., c., d. Water <br /> The proposed quarry will relocate an existing creek(Hospital Creek)in the southwest <br /> corner of the project site. The creek will be relocated further south along the southern <br /> boundary of the site to increase the mining footprint. In a telephone conversation with <br /> Dan Gifford of The Department of Fish and Game on January 29, 2002, Mr. Gifford <br /> stated that the relocation of Hospital Creek would require a 1600 permit(Stream <br /> Alteration Agreement) from the Department of Fish and Game. The relocation of the <br /> stream may have a potentially significant impact on storm drainage. <br /> The applicant also proposes to use groundwater and recycled water for a water supply. <br /> Once the silt ponds are established recycled waters will be collected from the silt ponds <br /> _ and used for washing the sand and gravel. The anticipated water usage at that point <br /> would be approximately 25 percent well water. Before the silt ponds are operational <br /> RMC will use only well water. The expected life span of the quarry will be 60-years, so <br /> the use of the well is expected to be continuous for 60 years.
