San Joaquin County January 23, 2003 NOP for RMC Pacific Materials Page 3 • Limit the hours of operation of heavy duty equipment and/or the amount of equipment in use. • Replace fossil-fueled equipment with electrically driven equivalents(provided they are not run via a portable generator set). • One of the issues that will arise in conjunction with any proposed renovation/demolition of existing building in the project area is compliance with the National Emission Standards for Hazardous Air Pollutants (NESHAPS). Specifically, the primary air pollutant of concern is asbestos. To ascertain whether this project is subject to NESHAPS, the project applicant is advised to review the enclosed Asbestos - Compliance Assistance Bulletin, dated December 1994. Leaf Sexton is the Northern Region's District contact for the program and is available should you need further assistance. • Install sandbags or other erosion control measures to prevent silt runoff to public roadways from sites with a slope greater than one percent. • Install wheel washer for all exiting trucks, or wash off all trucks and equipment leaving the site. • Install wind breaks at windward sides of construction areas. • Suspend excavation and grading activity when winds exceed 20 mph. • Limit area subject to excavation, grading, and other construction activity at any one time. • All operations shall limit or expeditiously remove the accumulation of mud or dirt from adjacent public streets at least once every 24 hours when operation are occurring. ( the use of dry rotary brushes is expressly prohibited except where preceded or accompanied by sufficient wetting t limit the visible dust emissions.) • Curtail construction during periods of high ambient pollutant concentrations; this may include ceasing of construction activity during the peak-hour of vehicular traffic on adjacent roadways (Days declared as Spare the Air Days by the District).
