San Joaquin County January 23, 2003 <br /> NOP for RMC Pacific Materials Page 3 <br /> • Limit the hours of operation of heavy duty equipment and/or the amount of <br /> equipment in use. <br /> • Replace fossil-fueled equipment with electrically driven equivalents(provided they <br /> are not run via a portable generator set). <br /> • One of the issues that will arise in conjunction with any proposed <br /> renovation/demolition of existing building in the project area is compliance with <br /> the National Emission Standards for Hazardous Air Pollutants (NESHAPS). <br /> Specifically, the primary air pollutant of concern is asbestos. To ascertain <br /> whether this project is subject to NESHAPS, the project applicant is advised to <br /> review the enclosed Asbestos - Compliance Assistance Bulletin, dated <br /> December 1994. Leaf Sexton is the Northern Region's District contact for the <br /> program and is available should you need further assistance. <br /> • Install sandbags or other erosion control measures to prevent silt runoff to public <br /> roadways from sites with a slope greater than one percent. <br /> • Install wheel washer for all exiting trucks, or wash off all trucks and equipment <br /> leaving the site. <br /> • Install wind breaks at windward sides of construction areas. <br /> • Suspend excavation and grading activity when winds exceed 20 mph. <br /> • Limit area subject to excavation, grading, and other construction activity at any <br /> one time. <br /> • All operations shall limit or expeditiously remove the accumulation of mud or dirt <br /> from adjacent public streets at least once every 24 hours when operation are <br /> occurring. ( the use of dry rotary brushes is expressly prohibited except where <br /> preceded or accompanied by sufficient wetting t limit the visible dust emissions.) <br /> • Curtail construction during periods of high ambient pollutant concentrations; this <br /> may include ceasing of construction activity during the peak-hour of vehicular <br /> traffic on adjacent roadways (Days declared as Spare the Air Days by the <br /> District). <br />
