It <br /> proposes to generate more than 100 million tons of sand and gravel over the 60-year <br /> period that the quarry is.expected to operate. The project will have an on-site processing <br /> plant and concrete batch plant. <br /> This project, as described, will have potentially significant impact on Interstate 5 (I-5), <br /> and State Route (SR) 132, and possibly State Route 99 requiring a comprehensive Traffic <br /> Study. This will assist us in determining the exact mitigation measures that maybe — <br /> necessary. The study should specifically address access impacts to SR 132 and the <br /> I-5/SR 132 Interchange, as well as, provide information on trick destinations and truck <br /> routes for this facility. More infonnation regarding our Study requirements can be — <br /> obtained through our web site at: www.dot.ca.gov/hq/traffops/developserv/operational <br /> systems/reports/tisguide.pdf. <br /> Our Enviromnental Branch requests that you include air quality, dust control, and <br /> applicable transportation issues with mitigation measures within your EIR. <br /> This project will increase the ambient air pollution problem in San Joaquin County. <br /> Please be aware that any increase of negative air quality may well impact negatively on <br /> future transportation projects. There may also be cumulative impacts on the air quality by <br /> additional projects located in the Tracy area that should be addressed within this — <br /> California Environmental Quality Act document. <br /> If additional impacts occur during construction and/or if Traffic Impact Studies/Models <br /> required work to be done on any State Route, and Encroachment Permit may be required. <br /> Fair share money for work may include funds for environmental work and/or mitigation. <br /> The use of California State Highways for other than normal transportation purposes may <br /> require written authorization from Caltrans in the form of an Encroachment Permit.
