SECTION 1 Summary On behalf of San Joaquin County, ESA conducted a wetland delineation in May 2005 of the proposed site for the RMC Pacific Materials/CEMEX Vernalis Quarry Mining and Reclamation Project(the study area). This wetland delineation report describes and delineates all jurisdictional "waters of the United States" in the study area that may be subject to Section 404 of the Clean Water Act.Delineated wetlands and other waters of the United States will be assessed as part of a multidisciplinary constraints analysis for use in project planning. The study area encompasses approximately 688 acres of land,of which approximately 590 acres are located within San Joaquin County and approximately 98 acres are located in Stanislaus 6. County. The study area is situated east of Koster Road,the Delta-Mendota Canal, and South Costa Ranch Road, south of Blewett Road,west of Welty Road, approximately two miles east- northeast of the Interstate 580-Interstate 5 interchange,and approximately three miles east of the intersection of State Routes 395 East and 299 East(Figure 1). Approximately 5,466 linear feet(2.38 acres)of jurisdictional waters of the United States were identified in the study area. Wetland mapping, calculated acreage, total area, and linear lengths of drainages are summarized in Section 4.0, Results. This report documents the wetland boundary delineation and best professional judgment of ESA investigators.
