The applicant shall mitigate the loss of <br /> wetlands as a result of the Proposed Project by the purchasing <br /> mitigation credits for created wetlands at a Corps-approved <br /> wetland mitigation bank at no less than a 1:1 ratio. <br /> 4.9.2 Construction activities in the Proposed Project Area 4.9.2a Prior to implementation of any Phase of mining the applicant Less-than-Significant <br /> could result in adverse impacts to special status species shall perform an early evaluation of the Phase according to <br /> covered under the SJMSCP.
