3. PROJECT DESCRIPTION <br /> date,the Applicant has been serving this market from facilities south of Tracy. The Applicant has _ <br /> two operations there,the Huck Property and the Kerlinger plant. The Kerlinger Plant has been in <br /> operation since the late 1940s and will be depleted of reserves within 4 to 10 years. <br /> In anticipation of reserve depletion at their Kerlinger Plant, the Applicant has initiated a program <br /> to find a replacement resource and plant site. The Applicant drilled 35 exploratory holes down to <br /> 100 feet at the project site. The Applicant purchased the majority of the Project site and entered <br /> into a lease for the remainder with Jerry Costa in 2000. <br /> An application package for a quarry excavation permit and reclamation plan was initially filed <br /> with San Joaquin County in December 2001 and was revised in October 2003. <br /> 3.2 PROJECT LOCATION <br /> The Proposed Project site is situated regionally east of Koster Road,the Delta-Mendota Canal, <br /> and South Costa Ranch Road, south of Blewett Road,west of Welty Road, approximately two <br /> miles east/northeast of the Highway 580/Highway 5 interchange,and approximately three miles <br /> east of the intersection of State Routes 395 East and 299 East in San Joaquin and Stanislaus <br /> Counties(Figure 3-1,Regional Location Map). The portion of Koster Road from Blewett Road y <br /> south along the west side of the project site has recently been changed from Koster Road to South <br /> Costa Ranch Road. The portion of the road that crosses over to the west side of the Delta <br /> Mendota Canal remains Koster Road. The closest developed community is Vernalis,which is <br /> located approximately two miles to the northeast. <br /> The Proposed Project site is located within Sections 4 and 9 of Township 4 South,Range 6 East, <br /> Mount Diablo Base and Meridian. The San Joaquin County.Assessor's Parcel Numbers are 265- <br /> 010-01, 265-010-07,265-010-08,265-010-15, 265-010-16, 265-010-17, and 265-010-18, and the <br /> Stanislaus County Assessor's Parcel Numbers are 16-03-01 and 16-03-02(Figure 3-2, Site Map- <br /> Aerial with parcels). Of the project site's total of approximately 688 acres, 659 acres are to be <br /> mined and eventually reclaimed. Assessor's Parcel Numbers 265-010-17 and 265-010-18 are — <br /> within the project site but will not be mined or reclaimed as part of the project. These parcels, <br /> referred to as "Parcel A" will be the site of the relocated residence. <br /> 3.3 EXISTING LAND USES <br /> The project site parcels that are located in San Joaquin County are designated as Open Space _ <br /> Resource Conservation and General Agriculture in the San Joaquin County General Plan and are <br /> zoned as General Agriculture, 40 acre minimum parcel size. The Proposed Project site parcels _ <br /> that are located in Stanislaus County are designated as General Agriculture, 40 acre minimum in <br /> the Stanislaus County General Plan and zoned as Agriculture. <br /> The project site is currently utilized for the cultivation of row crops and orchards, with apricot <br /> production as the main crop.
