3. PROJECr MCRU"HON <br /> J <br /> Delta-Mendota Canal is located adjacent to the western portion of the site. The Hetch Hetchy <br /> Aqueduct is located across Blewett Road to the north of the project site and parallels Blewett <br /> Road. The Hetch Hetchy Aqueduct is a buried two-pipe aqueduct that takes water from near <br /> Yosemite to the San Francisco Bay area. The California Aqueduct is located approximately 2000 <br /> feet west of the project site <br /> Improvements on the project site include a residential house and barn located on the privately- <br /> owned parcels off South Costa Ranch Road(formerly Koster Road). Other improvements <br /> include a mobile home and outbuilding located on the north side of Hospital Creek and two <br /> mobile homes located south of Hospital Creek. The house and barn would be relocated to <br /> another location on-site before mining occurs at their existing location. <br /> The Applicant owns all except two parcels(approximately 156 acres) of the project site, which _ <br /> are leased from a private owner. These two parcels are currently under a Williamson Act <br /> contract. Williamson Act contracts renew automatically every year during the 10-year contract. <br /> Once mining is complete,these two parcels would be reclaimed and returned to the property <br /> owner. These two parcels are under non-renewal status(filed in 1995) with the contract <br /> scheduled to end in 2005 for these two properties. In addition,Chapter 9-1810 of the San Joaquin <br /> County's Ordinance indicates that Quarry Operations are considered a permitted use under the <br /> Williamson Act [Section 9-1810.3(b)(1)(W)]. <br /> Surrounding properties are used for agricultural crops,orchards,an agriculture composting <br /> facility, and mining activities. Another mining operation, located directly to the south of the <br /> project site has been permitted but not yet built. A rural residence is located adjacent to the ; <br /> northeast side of the site along Blewett Road. <br /> I <br /> 3.4 PROJECT OBJECTIVES <br /> The specific purposes and objectives of the Applicant in implementing the Proposed Project <br /> include: <br /> • Provide a reliable source of construction aggregate for the San Joaquin County and <br /> Stanislaus County areas. <br /> • Replace depleted resources at the Applicant's Tracy facility. <br /> • Provide a full range of aggregate products from one location. <br /> • Retain company employment associated with aggregate extraction and processing. <br /> • Maximize use of existing aggregate processing facilities and investments. <br /> • Retain company position and market share as a leading regional aggregate provider. 3 <br /> • Provide economical ready mix concrete and asphalt for the local market. { <br /> RMC Pacific Vcmalis Quarry Mining and Reclamation Project 3-4 ESA/703015 <br /> Adminisura ive Draft EIR March 2004 <br />
