3. PROJECT DESCREMON <br /> aa. <br /> Recycled water from the silt ponds and well water would be used for water supply. Once the silt <br /> ponds are established,decanted waters from the silt pond would be used in washing the sand and <br /> gravel, with approximately 25 percent well water being used for washing. Well water would be <br /> .. used in washing sand and gravel until the silt ponds are in operation. <br /> LANDSCAPING AND SCREENING <br /> Within a 50-foot setback along the northern portion of South Costa Ranch Road and along <br /> Blewett Road, a landscape berm will be constructed out of overburden and topsoil removed from <br /> the initial mining phases. The berm along South Costa Ranch Road will commence on the south <br /> side of Phase IX and extend northerly to Blewett Road with a break at the main entrance gate. <br /> The berm along Blewett Road will connect with the berm at the intersection with South Costa <br /> " Ranch Road and will extend easterly to the northeast corner of the Phase IVB area, and then <br /> extend approximately 700 feet along the easterly portion of the Phase IVB area. Existing trees <br /> _ will remain along a portion of the easterly side of the Phase IVB area. <br /> The applicant has completed a landscape plan that is available for review at the San Joaquin <br /> County Community Development Department. The landscape berm will include a double row of <br /> trees and non-irrigated hydroseed mix that will serve to screen in part the plant facilities and act <br /> as a noise barrier. The trees that could be included along the landscape berm include: Eucalyptus <br /> microtheca, Pinus eldarica,Pinus roxburghii, Populus nigra Italica,Quercus robur Fastigiata, <br /> Coolibah Tree, Afghan Pine,Indian Longleaf Pine,Lombardy Poplar,English Oak. The trees <br /> would be drip irrigated by an automatic and seasonally adjusted irrigation system providing 100 <br /> L percent tree coverage. The non-irrigated hydroseed mix would include 80 percent Zorro Fescue <br /> and 20 percent Rose Clover.The hydroseed mix would be applied at 55 pounds per acre. <br /> SITE ACCESS <br /> A paved entrance to the plant site would be constructed off of South Costa Ranch Road <br /> approximately 2,100 feet south of Blewett Road. The driveway will be paved at least 100 feet <br /> into the plant site. The on-site equipment and material haul roads would be unpaved. All <br /> employee and customer parking would be located at a designated parking zone,surfaced with <br /> aggregate base and located on the site within the Phase IX area,the plant site. Secondary access <br /> will be off Blewett Road at the Phase IVB area. The applicant proposes to participate in the <br /> funding of a new intersection at Interstate 5 and Blewett Road. Otherwise access to the freeways <br /> will be from Highway 132 and Bird Road. <br /> UTILITIES <br /> There are five known wells on the nroiect site. Locations are shown on Figures 3-3 and 3-4, the r <br /> Mining Plan (Haul Route Options 1 and 2). There are three agricultural wells with a capacity of / T� <br /> approximately 1,300 gallons per minute(gpm)each and two domestic wells with the capacity of <br /> 20 gpm each. Most likel Agricultural Wells No. 1 and No. 3 <br /> will remain operational. The other wo wells will be abandoned.
