3. PROJECT DESCRIPTION <br /> evaluate the mineral resources of the State,including sources of construction aggregate. One of _ <br /> the purposes of this mandate, and of SMARA itself,is to protect significant mineral deposits from <br /> potential loss due to incompatible land uses. Based on State Mining and Geology Board <br /> guidelines, CGS is authorized to map regions within the State to classify areas with significant <br /> aggregate resources. <br /> The CGS Special Report 91-03,Mineral Land Classification: Aggregate Minerals of the South <br /> Tracy Site, San Joaquin County indicates that different areas of the project site have various <br /> mineral land classifications. The eastern area of the project site has been classified as MRZ-3 <br /> (areas containing mineral deposits the significance of which cannot be evaluated from available — <br /> data),the southwest section has been classified as MRZ-2(areas where adequate information <br /> indicates significant mineral deposits are present, or where it is judged that a high likelihood <br /> exists for their presence), with the remaining portions of the site being classified as MRZ-1 (areas <br /> where adequate information indicates that no significant mineral deposits are present or where it <br /> is judged that little likelihood exists for their presence). <br /> SMARA requires the preparation of an acceptable reclamation plan and financial assurances for <br /> all surface-mining operations. Reclamation plans are developed to meet various performance <br /> standards for the protection of wildlife habitat,revegetation, recontouring,erosion control,etc. as <br /> well as to eliminate or reduce residual public health and safety hazards and minimize <br /> environmental effects. The applicant and its consultants have prepared a reclamation plan for the <br /> project site dated October 2003 pursuant to the requirements of SMARA and the County's mining <br /> ordinance. <br /> The Project Site would require discretionary agency approvals for the actions listed below; <br /> • San Joaquin County—certification of the RMC Pacific Vernalis Quarry Mining and _ <br /> Reclamation Project EIR. <br /> • San Joaquin County—approval of the Quarry Excavation Permit,the reclamation plan, <br /> and financial assurances for the project that must be in conformance with SMARA, the — <br /> State Mining and Geology Board regulations for surface mining and reclamation practice <br /> (CCR Title 14,Ch. 8, Article 1, §3500 et seq; Article 9 §3700 et seq.)and San Joaquin <br /> County ordinances. <br /> • Stanislaus County—approval of the Surface Mining Use Permit,the reclamation plan,and <br /> financial assurances for the project that must be in conformance with SMARA, the State <br /> Mining and Geology Board regulations for surface mining and reclamation practice(CCR <br /> Title 14,Ch. 8,Article 1, §3500 et seq;Article 9§3700 et seq.)and Stanislaus County <br /> ordinances. <br /> • Regional Water Quality Control Board(RWQCB)—National Pollutant Discharge <br /> Elimination System(NPDES)permits under Section 402 of the Clean Water Act(CWA). <br /> Under the NPDES permit a Storm Water Pollution Prevention Plan (SWPPP)must be _ <br /> prepared before any construction activities begin. <br /> RMC Pacific Vernalis Quarry Mining and Reclamation Project 3-26 PSA/203015 <br /> Administrative Draft EIR March 2004 <br />
