3. PROJECT DESCRIMON <br /> is <br /> • State Water Resources Control Board—Spill Prevention Control and Countermeasure <br /> Plan(SPCC) will be prepared for the site in accordance with 40 CFR 112 and the Above <br /> Ground Petroleum Storage Act (Health and Safety Code Section 25270). The SPCC Plan <br /> will address the liquid petroleum products that are stored and used at the site,and provide <br /> the procedures for the prevention of discharge of the products into any on-site waters. <br /> • California Department of Fish and Game(CDFG)—approval of future potential <br /> streambed alteration agreements,pursuant to Sections 1601 and 1603 of the Fish and Game <br /> Code should Hospital Creek be realigned. <br /> ` • U.S.Army Corps of Engineers(ACOE)—approval of permits under Section 404 of the <br /> CWA, should Hospital Creek be realigned,which may include an evaluation of cultural <br /> resources under Section 106 of the National Historic Preservation Act.If an ACOE permit <br /> is required,the project will need to comply with Section 7 of the Federal Endangered <br /> Species Act. <br /> • U.S.Fish and Wildlife Service(USFWS)—approval of the appropriate permits and/or <br /> agreements. <br /> _ • California integrated Waste Management Board—Permit for the inert landfill. <br /> • San Joaquin County Environmental Health Department—Permit for the inert landfill. <br /> • California Resources Agency,Department of Water Resources,Division of Safety of <br /> Dams—approval for Construction of the silt ponds from the(if necessary). <br /> .. • San Joaquin County Public Works Department—Encroachment Permit for work within <br /> public road rights-of-way(Development Title Sections 9-1145.4 and 9-1145.5) <br /> • San Joaquin County Public Works Department,Flood Control Division—Water <br /> Course Encroachment Permit for Hospital Creek realignment <br /> • San Joaquin Valley Unified Air Pollution Control District—construction/operation <br /> r, permits. <br /> The County will ensure compliance and implementation of the policies and mitigation measures <br /> r outlined in the Reclamation Plan for the RMC Pacific Vernalis Quarry Mining Operation and the <br /> EIR through annual inspections of the Project. <br /> i RMC Pacific Vemalis Quarry Mining and Reda tm Pmject 3-31 ESA/203015 <br /> Ad�Dmli M Mamh 2004 <br />
