APN=Assessor's Parcel Number
Source: San Joaquin County,2003
r
A review of Chapter 9-1810 of the San Joaquin County's Zoning Ordinance indicates that Quarry
Operations are considered a permitted use under the Williamson Act [Section 9-810.3(b)(1)(W)).
This chapter, however, stipulates that the subject land be rehabilitated for agricultural use
following mining, as proposed under the Proposed Project.
Since a large majority of the site is classified as prime farmland,Title 14 of the California Code
of Regulations, (Section 3707)identifies performance standards for reclamation of prime
agricultural land(where the approved end use is agriculture) that apply to this project.
California Farmland Mapping and Monitoring Program
The California Department of Conservation, under the Division of Land Resource Protection, has
set up the FMMP which monitors the conversion of the state's familand to and from agricultural
use. The map series identifies eight classifications and uses a minimum mapping unit size of
10 acres. The FMMP also produces a biannual report on the amount of land converted from
agricultural to non-agricultural use. The FMMP maintains an inventory of state agricultural land
and updates its"Important Farmland Series Maps"every two years(Department of Conservation,
2000).
The FMMP is an informational service only and does not constitute state regulation of local land
use decisions. Four categories of farmland Prime Farmland, Farmland of Statewide Importance,
Unique Farmland, and Farmland of Local Importance, are considered valuable and any
conversion of land within these categories is typically considered to be an adverse impact.
Figure 4.3-1 presents a spatial illustration of all the agriculturally designated lands within the
proposed mining area and Table 4.3-1 provides an acreage summery of each type.
