L4. ENVIRONMENTAL ANALYSIS
4.4 TRANSPORTATION AND CIRCULATION
LLocal Roadway Access
Local access roads serving the project site include east-west Gaffery Road and Blewett Road, and
north-south Koster Road,McCracken Road, and Bird Road. These two-lane roads generally have
18 to 20 feet of pavement width, with no shoulders and no posted speed limits. Traffic tends to
Ltravel at or near the State maximum speed limit for undivided highways of 55 miles per hour.
McCracken and Bird Roads are classified as Collector roads, and Gaffery, Koster and Blewett
Roads are classified as Local roads. Traffic volumes on these local roadways is generally light.
Local intersections are unsignalized, with stop sign control on the minor street approaches.
LSTUDY AREA AND ANALYSIS APPROACH
The study intersections and road segments were determined based on their proximity to the site
g and the amount of project traffic expected. This analysis includes analysis of the following
L intersections, which are shown on Figures 4.4-2 and 4.4-3:
• Blewett Road and Koster Road;
• Bird Road and Blewett Road;
• Bird Road and SR 132;
• Koster Road and SR 132;
• Welty Road and SR 132;
• McCracken Road and SR 132;
• SR 132 and Interstate 5 interchange;
• SR 132/Interstate 580(westbound to northbound merge);
• Interstate 5 and Interstate 580 interchange(southbound merge).
Additionally, this analysis includes review of the following road segments:
• Bird Road: Blewett Road to SR 132;
• SR 132: Chrisman Road to Bird Road;
• SR 132: Bird Road to Interstate 5;
• SR 132: Interstate 5 to Koster Road;
• SR 132: Koster Road to McCracken Road;
• Blewett Road: Bird Road to Interstate 5;
• Blewett Road: Interstate 5 to Koster Road.
The study time period included the weekday AM peak hour,which typically occurs between
ia. 7:00 and 9:00 AM.
f The existing lane configurations at each of the study intersections are shown in Figures 5 and 6
contained in Appendix C. This report assumes that existing lane configurations will be
maintained through the year 2025 unless specific impacts requiring mitigations are identified.
1
L
L
RMC Pacific Vernalis Quarry Mining and Reclamation Project 4.4-3 FSA/203015
LAdntinistmtwe Draft EIR March 2004
