ENVIRONMENTAL ANALYSIS <br /> 4.5 NOISE <br /> LNoise-sensitive land uses in the immediate vicinity of the project are limited to residential <br /> dwellings on agricultural-zoned land, which are shown on Figure 4.5-2. Two residences are <br /> located west of the project site on Koster Road. One is located about 600 feet west of the <br /> southern portion of the Phase V area of the project site. The other is located further south and is <br /> approximately 850 feet from the southwest corner of the project site. Another residence, located <br /> south of Blewett Road, is approximately 100 feet from the property line of the project. <br /> There are also other residences located along roads the proposed truck routes that provide access <br /> to the project site. Three residential dwellings are located on the south side of Blewett Road just <br /> west of the overcrossing of Interstate 5 (Jones &Stokes, 1992). There are residences along both <br /> sides of the portion of Blewett Road east of the project site. Another house lies 200 feet east of <br /> Koster Road, between Blewett Road and SR 132. There are also clusters of houses along SR 132 <br /> east of Interstate 5, which are set back approximately 150 from SR 132. Another house is located <br /> a few thousand feet northeast of the Blewett Road overcrossing over Interstate 5. This house is <br /> more than 2,000 from the property line of the project site. All of the aforementioned sensitive <br /> receptors are located in San Joaquin County. The closest school to the project site is located on <br /> LWelty Road, approximately 5,000 feet east of the project site in Stanislaus County. <br /> REGULATORY SETTING <br /> b The project site lies within unincorporated portions of San Joaquin and Stanislaus Counties. <br /> Regulations from the San Joaquin General Plan Noise Element and the San Joaquin County <br /> Development Title are included below. Regulations from the Stanislaus County General Plan <br /> Noise Element are not included because a relatively small portion of the project site lies in <br /> Stanislaus County (98 of 680 acres)and because there are no noise-sensitive receptors in <br /> Stanislaus County located within 5,000 feet of the proposed mining activity,or along haul routes <br /> leading to the project site. <br /> LSAN JOAQUIN COUNTY NOISE ELEMENT <br /> L The San Joaquin County Noise Element establishes specific policies to ensure acceptable noise <br /> environments for each land use. Applicable policies include the following: <br /> Policy 1. The following exterior noise levels shall be considered acceptable: <br /> (a) 65 dBA DNL or less for residential development. <br /> (b) 60 dBA DNL or less for schools,group care facilities,and hospitals. <br /> Policy 4. Development shall be planned and designed to minimize noise impacts on <br /> neighboring noise sensitive areas and to minimize noise interference from outside <br /> Lnoise sources. <br /> Policy 6.
