4. ENVIRONMENTAL ANALYSIS <br /> 4.5 NOISE <br /> land uses to noise levels exceeding the noise standards specified in Table 4.5-1. This <br /> determination shall be based on the existing or future sixty-five(65)dBA DNL contour <br /> in the [San Joaquin County] General Plan,the proximity of new noise sensitive land <br /> uses to known noise sources,or the knowledge that a potential for adverse noise <br /> impacts exists. <br /> (f) The outdoor operation of any industrial,commercial, or residential property <br /> maintenance tool or equipment powered by an internal combustion engine or electric <br /> motor including,but not limited to,leaf blower,chainsaw,lawn mower, hedger,and <br /> vacuum cleaner is prohibited within 500 feet of a residence located in a residential zone <br /> between the hours of 9:00 PM and 8:00 AM <br /> Both the San Joaquin County Noise Element and the San Joaquin Development Title institute a <br /> _ standard of 65 dBA DNL for transportation at residential uses. <br /> EXISTING NOISE ENVIRONMENT <br /> The noise environment surrounding the project site is influenced primarily by agricultural <br /> operations and truck and automobile traffic on local roadways. In order to characterize the <br /> existing noise environment in the project vicinity,two 72-hour noise measurements were <br /> conducted in September 2003. Noise measurement results are presented in Table 4.5-2. The <br /> locations of the noise measurements are shown on Figure 4.5-2. <br /> The long-term noise measurements in Table 4.5-2 show that ambient noise levels in the vicinity <br /> of the project site during daytime and nighttime are below 60 dBA Leq. The long-term noise <br /> .. measurement taken near the residence on Blewett Road shows that ambient noise levels are about <br /> 58 dBA DNL on weekdays and lower on weekends. The long-term noise measurement taken <br /> near the Kloster Road bridge shows that daytime noise levels are about 58 dBA DNL on both <br /> %P weekdays and weekends. <br /> y 4.5.2 IMPACTS AND MITIGATION MEASURES <br /> SIGNIFICANCE CRITERIA <br /> Consistent with the CEQA Guidelines Appendix G,and the professional judgment of the <br /> County's staff and consultants,the proposed project would result in a significant impact on the <br /> environment if it would: <br /> • Exposure of persons to or generation of noise levels in excess of standards established in <br /> any applicable plan or noise ordinance,or applicable standards of other agencies. <br /> • Result in a substantial permanent increase in ambient noise levels in the project vicinity <br /> above levels existing without the project. <br /> • Result in a substantial temporary or periodic increase in ambient noise levels in the project <br /> vicinity above existing levels existing without the project. <br /> RMC Pacific Venvlis QnartY Mining and Reclamation Project 4.5-9 ESA/203015 <br /> Administrative Draft©R March 2004 <br />
