In the SJVAB's <br /> redesignation to severe nonattainment, EPA required the District to submit rate of progress <br /> plans(ROP)for 2002 and 2005 by May 31, 2002. ROGs must demonstrate that ozone <br /> precursor emissions are reduced at a rate of three percent per year,averaged over three year <br /> *. periods. The new ozone attainment demonstration plan includes adopted regulations, <br /> and/or enforceable commitments to adopt and implement control measures in regulatory <br /> form by specified dates sufficient to make the required rate of progress and to attain the 1- <br /> hour ozone standard. <br /> • The Federal Ozone Attainment Demonstration Plan (adopted November 14, 1994 and <br /> amended 2001).
