4. ENVIRONMENTAL ANALYSIS <br /> 4.6 AIR QUALITY -- <br /> Regulation VIII Fugitive PM 10 Prohibitions, including implementation of all feasible <br /> control measures specified in the Valley Air District's Guide for Assessing Air Quality <br /> Impacts. The monitor will provide status reports and report all air quality violations to the <br /> Port and or the Valley Air District. <br /> The following control measures may be required to mitigate significant PM 10 impacts: <br /> • Limit traffic speeds on unpaved roads to 15 mph. <br /> • Install sandbags or other erosion control measures to prevent silt runoff to public roadways <br /> from sites with slope greater than one percent. _ <br /> The following additional control measures are strongly encouraged at large construction sites or <br /> sites near sensitive receptors: <br /> • Install wheel washers for all exiting trucks, or wash off all trucks and equipment leaving <br /> the site. <br /> • Install wind breaks at windward side(s) of construction sites. <br /> • Suspend excavation and grading activity when winds exceed 20 mph. <br /> • Limit area subject to excavation,grading, and other construction activity at any one time. <br /> The following mitigation measures may be applied to construction sources of combustion: <br /> • Use of alternative fueled or catalyst equipped diesel construction equipment. <br /> • Minimize idling time. <br /> • Limit the hours of operation of heavy duty equipment and/or the amount of equipment in <br /> use. <br /> • Replace fossil-fueled equipment with electrically driven equivalents (provided they are not <br /> run via a portable generator set). <br /> • Curtail construction during periods of high ambient pollutant concentrations;this may <br /> include ceasing of construction activity during the peak-hour of vehicular traffic on <br /> adjacent roads. <br /> • Implement activity management (rescheduling activities to reduce short-term impacts). _ <br /> Mitigation Measure 4.6.1: Project Construction-Related Emissions Impact <br /> This project applicant shall comply with SJVAPCD's Regulation VIII control measures, and shall <br /> retain an on-site air quality monitor to ensure compliance with the SJVAPCD's Regulation VIII <br /> control measures.
