4. ENVIRONMENTAL ANALYSIS
4.6 AIR QUALITY
• Excavators _
• Haul Trucks
• Front End Loaders
• Grader and Compactors
• Dozer
• Scrapers
• Bobcat Loader
• Maintenance Truck
• Lube and Fuel Truck
• Forklift
• Pickup Trucks _
• Water Truck
Although there are operational emissions of PMl0,the Valley Air District guidance does not
provide for a significance threshold for PM10. However, the Proposed Project must comply with _
Regulation VIII with regards to visible emissions and opacity requirements as well as any
Authority-to-Construct permits. Of the 355 tons per years of PM10 emissions from on-site
processing equipment,63 percent is from the crushers, screening, conveyors, and other operations
within the sand and gravel process, 16 percent is from unpaved roads, with the remaining from
the concrete, asphalt, and sand dryer equipment. _
Tables 4.64A through 4.64C present the estimated project annual air emissions due to the
project in 2007 and 2021 during a production level of 4 million, 2.85 million,and 1.7 million, _
respectively. Total ROG emissions from the quarry operations are less-than-significant.
However, total NOx emissions from the quarry operations are significant. These results are
largely due to operation of the sand dryer and haul truck operations, with additional contributions —
from the on-site equipment(especially the on-site haul trucks, excavators, and loaders). The
significance status does not change with production level. While several emission reducing
measures are currently available, the extent that quantification of these reductions can be —
conducted at this time is uncertain. These operational impacts are a significant and unavoidable
impact of the Proposed Project.
TABLE 4.64A
OPERATIONAL EMISSIONS(TONS PER YEAR)*
Estimated Project Estimated -
Valley Air On-site Emissions Project
District Processing (On-site Emissions
Year Pollutant Thresholds Equipment Equipment) (Haul Trucks) Total _
2007 ROG 10 1.64 1.50 4.71 7.85
NOx 10 62.0 29.9 56.1 148
PM10 - 355 1.92 1.65 359
2021 ROG 10 1.64 1.10 1.41 4.15
NO, 10 62.0 16.7 10.7 89.4 _
PMIO - 355 1.74 0.76 358
Source: Environmental Science Associates,2004.
Production level of 4 million.
RMC Pacific Vemahs Quarry Mining and Reclamation Project 4.6-22 ESA 1203015
Administrative Draft ERR March 2054
