4. ENVIRONMENTAL ANALYSIS <br /> r 4.8 HYDROLOGY AND WATER QUALITY <br /> activity that could affect the bank or bed of any stream that has value to fish and wildlife. If <br /> any changes were proposed along a creek or waterway within their jurisdiction,a Streambed <br /> Alteration Agreement would be required under the Department of Fish and Game Code <br /> r Sections 1601 and 1603. Any local or jurisdictional water quality programs must also be <br /> addressed when constructing in areas that influence the quality of surface and ground water. <br /> Regional Water Quality Control Board Regulations, Goals, and Policies <br /> The RWQCB is responsible for the protection of beneficial uses of water resources within the San <br /> ` Joaquin River Basin. The RWQCB uses planning,permitting,and enforcement authorities to <br /> meet this responsibility, and adopted the Central Valley Region Water Quality Control Plan <br /> (Basin Plan)to implement plans,policies,and provision for water quality management. <br /> Beneficial uses of surface waters are described in the Basin Plan and are designated for major <br /> surface waters and their tributaries. Construction Activity Permitting <br /> The CVRWQCB administers the National Pollution Discharge Elimination System(NPDES) <br /> storm water permitting program in the Central Valley region. Construction activities of five acres <br /> or more are subject to the permitting requirements of the NPDES General Permit for Discharges <br /> of Storm Water Runoff Associated with Construction Activity (General Construction Permit). <br /> The project applicant must submit a Notice of Intent(NOI)to the SWRCB to be covered by the <br /> General Permit prior to the beginning of construction. The General Construction Permit requires <br /> the preparation and implementation of a Storm Water Pollution Prevention Plan (SV,/PPP). The <br /> SWPPP must be prepared before construction begins. The plan would include specifications for <br /> Best Management Practices (BMPs) that would be implemented during project construction to <br /> control contamination of surface flows through measures to prevent the potential discharge of <br /> pollutants from the construction area.
