4. ENVIRONMENTAL ANALYSIS <br /> 4.9 BIOLOGICAL RESOURCES <br /> • Species listed by the USFWS or the CDFG as a species of concern(USFWS),raze(CDFG), <br /> or of special concern (CDFG); <br /> • Fully protected animals,as defined by the State of California(California Fish and Game <br /> Code Section 3511,4700, and 5050); <br /> • Species that meet the definition of threatened,endangered, or rare under CEQA,Guidelines <br /> Section 15380),i.e., plants listed by the CNPS as rare,threatened, or endangered(List IA, _ <br /> List 113, and List 2 status plants;CNPS, 2003); <br /> • Plants listed as rare or endangered under the California Native Plant Protection Act <br /> (California Fish and Game Code Section 1900 et seq.); and <br /> An ESA biologist conducted a search of the CNDDB for the Proposed Project area and a five <br /> mile buffer surrounding the Proposed Project area. The CNPS Online Inventory and USFWS _ <br /> special-status species lists were searched for the USGS quadrangles containing the Proposed <br /> Project area and adjacent quadrangles. A list of special-status species with potential to occur in <br /> the area was compiled from the results of these searches(see Appendix E). In addition to the <br /> above data queries,information for the Proposed Project area is based on a field survey conducted <br /> on September 4, 2003. No special-status species were observed during the field visit;however, <br /> protocol level surveys were not conducted. <br /> Table 4.9.1 lists special-status plant and animal species with a medium or high potential for being _ <br /> affected by the Proposed Project,their regulatory status, and habitat association(s). The <br /> "Potential for Project to Impact"category is defined as follows: <br /> Medium: Proposed Project may directly or indirectly affect suitable habitat,no known <br /> populations would be affected. <br /> High: Suitable habitat would be directly affected,known populations may be affected. <br /> Except where noted,impact potentials were determined at the programmatic level. The field visit <br /> occurred during the late summer when many special-status plant species are difficult or — <br /> impossible to identify, and animal species may not be present or obvious. The entire Proposed <br /> Project area was not surveyed during the field visit, therefore a qualified biologist assessed <br /> habitat suitability for sensitive-status species by interpreting aerial photographs of the Proposed <br /> Project site in addition to surveying the site. This assessment determined that the potential exists <br /> for one special-status plant species and six special-status animal species to be impacted by the <br /> Proposed Project. <br /> SENSITIVE NATURAL COMMUNITY <br /> A sensitive natural community is a biological community that is regionally rare,provides <br /> important habitat opportunities for wildlife, are structurally complex,or are in other ways of <br /> special concern to local, state, or federal agencies. CEQA identifies the elimination or substantial <br /> degradation of such communities as a significant impact.
