4. ENVIRONMENTAL ANALYSIS
<br /> 4.11 HAZARDS AND HAZARDOUS MATERIALS
<br /> On parcel 265-010-08 there is a mobile home and outbuilding located on the north side of _
<br /> Hospital Creek. Near the outbuilding is an agricultural chemical storage trailer and an above
<br /> ground fuel storage tank that is hooked up to a fuel pump. A few 55-gallon drums(contents
<br /> unknown)and farm equipment were located within and behind the outbuilding. Two other —
<br /> mobile homes,equipment storage, construction debris,and tires were observed on this parcel
<br /> south of Hospital Creek. No hazardous materials were observed on any of the other project site
<br /> parcels. —
<br /> A discussion of the hazardous materials located on the site was conducted with Mr.Jerry Costa,
<br /> owner of a portion of the project site. According to Mr.Costa,there are no underground storage —
<br /> tanks on the site. There are above ground fuel tanks on the site that contain gasoline and diesel
<br /> fuel. These are all farm tanks that are less than 500 gallons in size and are exempt from the
<br /> permitting process with the County Environment-,]Health Department. —
<br /> Agricultural chemicals are stored in a trailer near the mobile home and barn. According to Mr.
<br /> Costa,there is no specific area where agricultural chemicals are mixed,but they are usually
<br /> mixed in the fields where they are applied. Industrial drums are kept inside the barn near the
<br /> house where oils(motor, hydraulic)are kept and used for equipment maintenance. Waste oils are
<br /> stored in an old tank that is sitting on the ground near the barn. Mr. Costa has no knowledge of
<br /> any hazardous materials spills or contamination of the site.
<br /> AGRICULTURAL CHEMICAL USE _
<br /> The San Joaquin County Agricultural Commissioner's Office maintains records of restricted —
<br /> pesticide use by growers in San Joaquin County. Records obtained from the Agricultural
<br /> Commissioner's Office show that the following pesticides were permitted for use on the site for
<br /> the years 2000 to 2003: Amino Triazole, Sevin,Furadan,Dicamba, Guthion,Methomyl,Methyl
<br /> Parathion,Aluminum Phosphate,Strychnine,MCPA, Dimethyla, 2,4-DB, 2,4-D Amine,
<br /> Paraquat, Supracide,Disyston,Thimet, Goal 2XL,Princep Caliber 90, Glyfos,Magnify, No
<br /> Foam A, Gramoxone Extra, Surflan A.S., Bufferplus,Asana XL,Dipel DF,Nu-Film-P,Treflan —
<br /> HFP,Rovral fungicide,Buffercide, Kocide 101, Super 94,Rocket DL,Hasten spray adjuvant,
<br /> Phostoxin, Silwet L-77,Buctril 4EC,Weedestroy AM-40 Amine salt,Rally 40W,New Century
<br /> Buffer,Ammonium Sulfate, Supracide 25-W,MSO concentrate, Omite 6E,Britz B-85,
<br /> Buccaneer, Orchard Star,Britz Silglow,and Weedar 64.
<br /> The Stanislaus County Department of Agriculture and Weights and Measures maintains records —
<br /> of restricted pesticide use by growers in Stanislaus County. The Stanislaus County Department
<br /> of Agricultural does not have any records for the portion of the project site located within
<br /> Stanislaus County.
<br /> PROPOSED FACILITIES _
<br /> Petroleum products and other hazardous materials would be stored on the site,including gasoline
<br /> and diesel fuel, oil and grease, waste oil,antifreeze,used oil filters,solvents,batteries,gases,
