4. ENVIRONMENTAL ANALYSIS <br /> 4.11 HAZARDS AND HAZARDOUS MATERIALS <br /> and encourage hazardous waste reduction and to educate and inform hazardous waste generators _ <br /> and the public concerning hazardous waste problems. <br /> The Public Health and Safety Element of the San Joaquin County General Plan (adopted 1992, <br /> amended 2002)contains policies regarding hazardous materials and wastes and emergency <br /> preparedness. The following policies are contained in the General Plan: <br /> Hazardous Materials and Wastes <br /> Policy I Hazardous materials and wastes shall not contaminate air or water resources or <br /> soils. — <br /> Policy 2 The use, storage and disposal of hazardous materials and wastes shall be <br /> controlled to prevent harm to individuals. <br /> Policy 3 Land uses and structures which contain hazardous materials or wastes which <br /> may be a safety hazard for nearby areas shall be located away from existing <br /> and planned populated areas. <br /> Policy 4 The use of hazardous materials and the creation of hazardous wastes shall be <br /> minimized. — <br /> Policy 5 All development shall be consistent with the County's Waste Management <br /> Plans. <br /> Emergency Preparedness <br /> Policy 1 The County shall be prepared to respond effectively to emergencies. — <br /> Policy 2 Emergency response facilities shall be located to avoid hazardous areas(see <br /> Seismic and Geologic and Flood Hazards),and designed to remain functional <br /> following a major natural or man-made disaster. <br /> Policy 3 Following a major disaster,the County shall work to ensure that the population <br /> is protected and that recovery operations are initiated. <br /> Policy 4 Individual readiness and self-sufficiency in emergencies shall be promoted. <br /> Policy 5 Adequate primary and alternative access for emergency vehicles shall be y <br /> provided to all new developments and maintained for existing development. <br /> Policy 6 Paramedic units should be located to meet a maximum response time of ten <br /> (10)minutes in urban areas and fifteen (15)minutes in rural areas. <br /> Stanislaus County Plans and Policies _ <br /> Stanislaus County prepared a HWMP in the early 1990s.
