STATE OF CALIFORNIA-THE RESOURCES AGENCY GRAY DAVIS,Governor
DEPARTMENT OF FISH AND GAME
SACRAMENTO VALLEY AND CENTRAL SIERRA REGION
1701 NIMBUS ROAD,SUITE A
RANCHO CORDOVA,CALIFORNIA 95670
Telephone(916)358-2900
Flex
pouor
February 7, 2002 Porn
Ms. Lee Ann Mueller
San Joaquin County
Community Development Department
1810 East Hazelton Avenue
Stockton, CA 95205
Dear Ms. Mueller:
The Department of Fish and Game (DFG)has reviewed PMC Pacific Material's
application for a Quarry Excavation permit(QX-01-2). The project consists of a plan to excavate
100 million tons of sand and gravel over a 60-year period on 688 acres. The project is located
south of Tracy near the southeast corner of Koster and Blewett Roads, in San Joaquin County.
The proposed project will result in the conversion of 688 acres of open-space agricultural
lands to non-open space use and will have a significant negative impact by contributing to the
cumulative loss of wildlife habitat. San Joaquin County is a participant in the San Joaquin
Multi-Species Conservation Plan (SJMSCP) which addresses impacts to wildlife and their
habitat. Under the terms of the Implementing Agreement for the SJMSCP,participating local
governments have committed to ensure that any project which they approve within the SJMSCP
area pays appropriate development fees or is required to include minimization or mitigation
measures, as described in the SJMSCP, as conditions of project approval. Therefore, we
recommend that you condition the proposed project so that it is consistent with the SJMSCP.
Pursuant to Public Resources Code Sections 21092 and 21092.2, the DFG requests
written notification of proposed actions and pending decisions regarding this project. Written
notifications should be directed to this office.
Thank you for the opportunity to review this project. If the DFG can be of further
assistance, please contact Mr. Dan Gifford, Senior Wildlife Biologist, telephone (209) 369-8851
or Ms. Terry Roscoe, Habitat Conservation Supervisor, telephone (916) 358-2883.
Sincerely,
AAssi
,Ph.D.
76 gional Manager
