6. OTHER STATUTORY CONSIDERATIONS <br /> 6.2.4 CUMULATIVE IMPACTS <br /> The following provides a discussion of cumulative impacts related to the Proposed Project by <br /> environmental topic. <br /> LAND USE <br /> As discussed in Section 4.2 of this EIR,the Proposed Project would not conflict with existing and <br /> planned land uses surrounding the site. The project will require the approval of a County Quarry <br /> Excavation Permit,the reclamation plan, and financial assurances for the project that must be in <br /> conformance with SMARA,the State Mining and Geology Board regulations for surface mining <br /> and reclamation practice(CCR Title 14,Ch. 8, Article 1, §3500 et seq; Article 9 §3700 et seq.), <br /> San Joaquin County ordinances,and Stanislaus County ordinances. Other existing and proposed <br /> mining projects in the area are also required to obtain permits and be consistent with County <br /> plans and policies as well as with SMARA,and must undergo CEQA review. Therefore, <br /> cumulative development would not be expected to result in an overall cumulative adverse land <br /> use impact since the County has designated mining as an acceptable use on agricultural land. <br /> Although there is now a significant concentration of mining in the Vernalis and Tracy areas,the <br /> location of these facilities is dictated exclusively by the location of the resource and marketplace. <br /> For these reasons, mining will most likely be limited to these areas. However,these projects <br /> would contribute to other types of adverse cumulative, community-wide and region-wide <br /> environmental impacts(i.e.,transportation, air quality,etc.). These significant cumulative <br /> impacts are identified below. <br /> TRAFFIC <br /> Truck traffic generated by cumulative development would lead to the deterioration of roads and <br /> highways due to extensive haul truck traffic. Truck traffic may also contribute to adverse traffic <br /> conditions(including possible Levels of Service and degradation of reserve capacities). The <br /> traffic analysis evaluated the following intersection and road segments and the effect of project <br /> and cumulative impacts: <br /> 1. Koster Road and Blewett Road <br /> 2. Bird Road and Blewett Road <br /> 3. Welty Road and Blewett Road <br /> 4. Bird Road and SR 132 <br /> 5. Koster Road and SR 132 <br /> 6. Welty Road and SR 132 <br /> 7. McCracken Road and SR 132 <br /> 8. SR 132 and Interstate 5 <br /> 9. SR 132 and Interstate 580 Interchange <br /> 10. Interstate 5 and Interstate 580 Interchange <br /> 11. Bird Road between Blewett Road and SR 132 <br /> 12. SR 132 between Interstate 580 and McCracken Road <br /> 13. Blewett Road between Bird Road and Interstate 5 <br /> 14.
