6. OTHER STATUTORY CONSIDERATIONS <br /> fuel mixtures. Such reduction would more than offset any effects of increase in traffic due to <br /> project and cumulative development. <br /> Any proposed project that would individually have a significant air quality impact would also be <br /> considered to have a significant cumulative air quality impact. For any project that does not <br /> individually have significant operational air quality impacts, the determination of significant <br /> cumulative impact should be based on an evaluation of the consistency of the project with the — <br /> General Plan and with the regional air quality plan. The Proposed Project would result in <br /> significant impacts of NOx emissions. Therefore,the project is considered to contribute <br /> incrementally to a significant cumulative impact on regional concentrations. — <br /> In addition,the impacts of DPM from the Proposed Project combined with other projects in the <br /> area would result in significant and unavoidable cumulative impacts. — <br /> NOISE - <br /> The existing area is agricultural and rural residential in nature. However,there is a nearby mining <br /> facility and agricultural composting facility. The other nearby proposed and approved mining <br /> projects would have mining and processing noise as well as truck traffic along the roadways, — <br /> particularly SR 132, Koster Road,Blewett Road,and Bird Road. The operations and truck haul <br /> traffic from the project in conjunction with the other projects in the area would contribute to noise <br /> levels to nearby sensitive receptors and those living along roadways. <br /> Under Haul Route Option 1,cumulative traffic in combination with the Proposed Project would <br /> cause noise levels along the segments of SR 132 east and west of Koster Road,and Blewett Road <br /> east of Bird Road to increase by more than 5.0 dBA over existing noise levels. Under Haul Route <br /> 2,cumulative traffic in combination with the Proposed Project would cause noise levels along — <br /> segments of Koster Road south of SR 132, SR 132 east and west of Koster Road, and Blewett <br /> Road east of Bird Road to increase by more than 5.0 dBA over existing noise levels. There <br /> would be a potentially significant increase in roadside noise levels attributed to the project when — <br /> considered in combination with cumulative development. <br /> Impact 4.6.1: Traffic noise levels resulting from the cumulative increase in traffic volumes — <br /> associated with operation of the mine and past,present,and future projects in the project <br /> area would result in increased noise levels at residences located along truck haul routes. <br /> This would be a potentially significant impact. _ <br /> With respect to noise generated by mining and processing operations in the area, a cumulatively <br /> significant increase in regional noise levels resulting from on-site activities is not expected, as the — <br /> intensity of the project-generated noise would be essentially dissipated prior to reaching another <br /> aggregate processing plant in the area.
