The Division monitors farmland conversion on a <br /> statewide basis and administers the California Land Conservation <br /> O R A V DA V IS (Williamson)Act and other agricultural land conservation programs. We <br /> GOVERNOR offer the following comments for your consideration regarding the project's <br /> potential impacts on Williamson Act and agricultural land. <br /> Project Description <br /> The Application is a proposal to excavate sand and gravel over a 60-year <br /> period on 688 acres of Prime Farmland. Most of the involved parcels are <br /> located in San Joaquin County in the general area of the southeast corner of <br /> Koster and Blewett Roads, south of the City of Tracy. Fifteen percent of the <br /> proposed quarry is located in Stanislaus County. Two of the San Joaquin <br /> County parcels comprise 156.86 acres of prime agricultural land enforceably <br /> restricted by Williamson Act contract and are in current orchard production. <br /> In phone conversation, San Joaquin County Development Services (County) <br /> has indicated its intention to require an Environmental Impact Report (EIR) <br /> for this project. Projects involving Prime Farmland, as well as those <br /> involving a Williamson Act contract, are considered to have potentially <br /> significant impacts on agricultural resources. The Department concurs that <br /> an EIR is appropriate and requests a copy of the Notice of Preparation/Initial <br /> Study (NOP/IS) in order to continue review and comment on the project's <br /> agricultural impacts. <br />
