Traffic Impact Study March 24,2004 <br /> Proposed RMC Pacific Mining Site Page 3 <br /> 6.0-TRAFFIC ANALYSES <br /> 6.1 -Proiect and Approved Proiect Traffic Volumes <br /> Daily and peak-hour project traffic volumes were determined based on the maximum amount of <br /> material expected to be generated by the project and the capacity of the trucks hauling the <br /> material. The calculation of project traffic volumes is presented in Appendix A. Employee <br /> traffic is not expected to occur during the peak hour and is not included in the analyses. The - <br /> calculation includes an assumed seasonal adjustment factor of 1.6. This adjustment is applied to <br /> convert the average annual daily and peak-hour project traffic volumes to the corresponding <br /> volumes that would be expected during summer months, when production reaches seasonal - <br /> peaks. The distribution of project traffic to the adjacent road <br /> network was determined based on discussions with the project.Applicant and County staff during <br /> a project site walk-through. _ <br /> The traffic volumes expected to be generated by the approved mining site not yet in operation on <br /> Bird Road south of Blewett Road are shown in Figures 11 and 12. These approved-project <br /> traffic volumes were estimated based on a review of the Environmental Impact Reports for <br /> Brown Sand and Gravel (final report dated July 1997, State Clearing House Number 960-42075). <br /> 6.2-Existim and Cumulative Traffic Volumes <br /> Existing traffic volumes were determined by performing manual turning movement counts at <br /> each of the project intersections. The counts were performed by the independent traffic counting - <br /> firm of Southland Car Counters. Existing peak-hour turning movement volumes at the study <br /> intersections are presented in Figures 13 and 14. Traffic volumes on freeways and freeway <br /> ramps were determined by reviewing data presented in previous Environmental Impact Reports, <br /> data available on the Caltrans web site, and balancing with existing traffic counts on State Route <br /> 132. <br /> Considering that the existing mining operations are expected to generate more trucks during peak <br /> summer months, a seasonal adjustment factor of 1.6 was applied to the traffic volumes on the <br /> local roads in the vicinity of the mining sites. The adjusted existing traffic volumes with - <br /> seasonal adjustments are shown in Figures 15 and 16. <br /> In addition to manual turning movement counts, 24-hour machine counts were performed at - <br /> various locations. The results of the counts are presented in Appendix A. The results of the <br /> counts verify the assumption that PM peak hour analyses are not required for the project. Truck <br />
