Box 5252
Pleasanton, CA 94566
QX-01-02, QUARR YEXCA VA TIONAPPLICA TION, TRACY, SAN JOA QUIN COUNTY
I have reviewed the Application Referral for Aggregate Mining near Tracy, San Joaquin County
distributed by the San Joaquin County Community Development Department. The Application Number
is QX-01-02. The document briefly describes plans to excavate 688 acres. The excavated material will
be processed on-site. The excavations will not extend to the depth of groundwater.
Waste Discharge Requirements (WDRs)will be required for the discharge of the process water into
settling basins at the site. The property owner and the aggregate processing company shall submit a
Report of Waste Discharge(RWD) at least 120 days prior to discharging wastewater at the site.
California Water Code Section 13260 requires submittal of the RWD. If groundwater dewatering is
required, the owner/operator shall submit a RWD to apply for a National Pollutant Discharge
Elimination System (NPDES)permit at least 120 days prior to initiating dewatering activities.
Depending on the Standard Industrial Classification (SIC) code of the final project, compliance with the
National Pollutant Discharge Elimination System(NPDES) General Permit No. CAS000001 for
Discharges of Storm Water Associated With Industrial Activities maybe required. The SIC codes of
activities requiring coverage are listed in the General Permit. In order to obtain coverage by the General
Permit, the proponent must submit a Notice of Intent to comply with the permit (NOI) to the State Water
Resources Control Board and a Storm Water Pollution Prevention Plan (SWPPP)must be prepared.
Because construction associated with the project will disturb more than five acres or is part of a larger
common plan of development that encompasses five or more acres, the property owner needs to obtain
permit coverage under the National Pollutant Discharge Elimination System (NPDES) General Permit
No. CAS000002 for Discharges of Storm Water Associated With Construction Activity. Before
construction begins, the proponent must submit an NOI to comply with the permit to the State Water
Resources Control Board and a SWPPP must be prepared. If there are any questions about this process
California Environmental Protection Agency
0 Recycled Paper
The energy challenge facing California is real. Every Californian needs to take immediate action to reduce energy consumption.
For a list of simple ways you can reduce demand and cut your energy costs, see our Web-site at http://www.swreb.ca.gov/rwgcb5
