In order for SJCEHD to more adequately comment on EIR Section 4.8, Hydrology and Water Quality, and more specifically comment on Impact 4.8.4, a groundwater study prepared by a Registered Engineer, Registered Hydrogeologist, or other appropriate certified professional should be submitted to SJCEHD with the required review fee. The report should address the following(see condition of approval A for QX-01-02 on SJCEHD memorandum dated January 23, 2002): • The volume of water projected to be used by this operation. • The ability of the processed water to replenish groundwater as a function of the operation. • Potential impacts to the existing wells on neighboring properties in relationship to water level, water quality,water quantity, and existing groundwater levels of the project area. Page 2-16 Mitigation Measure 4.8.3 In the third sentence add Environmental Health Department after San Joaquin County. Page 3.14 Proposed Project Components-Utilities In the fifth sentence of the first paragraph, the word"abandoned" should be changed to "destroyed". In the third paragraph,the second sentence should be changed to read as follows: A new septic system would be installed within the plant site to service the office area and another septic system would be installed to service the relocated house and barn. Page 3-31 Pending Approvals (3.7.1) Septic tank destructions should be added to the list of activities requiring permits from San Joaquin County Environmental Health Department. Page 4.8-26 Mitigation Measure 4.8.3 In the third sentence add Environmental Health Department after San Joaquin County.
