Analysis <br /> Background <br /> The Planning Commission approved the project on July 3, 2008. On July 14, 2008 William M. Koster <br /> appealed the Planning Commission's action to the Board of Supervisors. On August 11, 2008, Mr. Koster <br /> withdrew his appeal. ,Because the Planning Commission's action was stayed by the appeal, the effective <br /> date of approval was the date the appeal was withdrawn, August 11, 2008. The expiration date is eighteen <br /> months from that date, February 11, 2010. This request is to extend the expiration date from February 11, <br /> 2010 to February 11,2011. <br /> Reason for Request/Findings <br /> The applicant gave the following reason for the request: <br /> The global economic meltdown has reduced demand for construction products including aggregate, <br /> which has made it economically infeasible for Cemex to prepare for and commence operations at <br /> the Vernalis Quarry according to the original planned schedule. <br /> There are no changes in circumstance since the approval of this project that would require changes to the <br /> original findings or the original conditions of approval. <br /> a <br /> r <br /> San Joaquin County QX-01-0002\Lonestar <br /> Community Development Page 3 <br />
