Analysis <br /> Background <br /> The Planning Commission approved the project on July 3, 2008. On July 14, 2008 William M. Koster <br /> appealed the Planning Commission's action to the Board of Supervisors. On August 11, 2008, Mr. Koster <br /> withdrew his appeal. ,Because the Planning Commission's action was stayed by the appeal, the effective <br /> date of approval was the date the appeal was withdrawn, August 11, 2008. The expiration date is eighteen <br /> months from that date, February 11, 2010.
