Executive Summary <br /> TABLE 2-1 (CONTINUED) <br /> SUMMARY OF IMPACTS AND MITIGATION MEASURES <br /> Environmental Impact Mitigation Measures Level of Significance <br /> (Level of Significance Prior to Mitigation) After Mitigation <br /> 4A.1c As a condition of approval,the applicant will be required to contribute <br /> an equitable share of the cost of installing new traffic signals and <br /> construction of a separate southbound left-turn lane and protected <br /> left-turn phasing at the intersection of Bird Road and Blewett Road. <br /> Traffic signal warrants must be satisfied at this intersection for <br /> implementation of this measure.These proposed improvements are <br /> expected to mitigate the cumulative impacts to the intersection(for <br /> Haul Route 1). <br /> 4.4.1 d The proposed project will be conditioned to operate at a maximum <br /> annual production of 1.33 million tons while Haul Route 3 is in <br /> operation.If the proposed project is limited to 1.33 million tons per <br /> year,the near-term with-Project level of service will be C and no <br /> significant impacts will occur.To mitigate significant impacts in the <br /> cumulative conditions,the proposed project may be conditioned to <br /> eliminate Haul Route 3 after the construction of the Bird Road/SR 132 <br /> interchange,at which time only Haul Route 1 would be allowable. <br /> 4.4.1a In order to address safety concerns associated with Haul Route 3 <br /> through the SR 33/Welty Road intersection,the proposed project will <br /> be required to implement the following improvements to this <br /> intersection to the extent feasible: <br /> • Construct 4-foot shoulders beyond the outermost truck wheel <br /> tracks. <br /> • Reconfigure intersection striping to prevent turning trucks from <br /> crossing over double yellow stripes. <br /> • Install signage to warn trucks about blocking the railroad tracks. <br /> Consult with Union Pacific regarding any additional measures <br /> needed. <br /> • Reconfigure traffic stripes and trim or remove trees and <br /> vegetation to eliminate horizontal sight distance constraints. <br /> Construct acceleration and deceleration lanes at the intersection <br /> for trucks turning right onto southbound Welty and northbound <br /> trucks turning left onto State Route 33. <br /> 4.4.2 The project would increase traffic on regional roadways in 4.4.2 Implement Mitigation Measure 4.4.1 b.
