Executive Summary TABLE 2-1 (CONTINUED) SUMMARY OF IMPACTS AND MITIGATION MEASURES Environmental Impact Mitigation Measures Level of Significance (Level of Significance Prior to Mitigation) After Mitigation 4A.1c As a condition of approval,the applicant will be required to contribute an equitable share of the cost of installing new traffic signals and construction of a separate southbound left-turn lane and protected left-turn phasing at the intersection of Bird Road and Blewett Road. Traffic signal warrants must be satisfied at this intersection for implementation of this measure.These proposed improvements are expected to mitigate the cumulative impacts to the intersection(for Haul Route 1). 4.4.1 d The proposed project will be conditioned to operate at a maximum annual production of 1.33 million tons while Haul Route 3 is in operation.If the proposed project is limited to 1.33 million tons per year,the near-term with-Project level of service will be C and no significant impacts will occur.To mitigate significant impacts in the cumulative conditions,the proposed project may be conditioned to eliminate Haul Route 3 after the construction of the Bird Road/SR 132 interchange,at which time only Haul Route 1 would be allowable. 4.4.1a In order to address safety concerns associated with Haul Route 3 through the SR 33/Welty Road intersection,the proposed project will be required to implement the following improvements to this intersection to the extent feasible: • Construct 4-foot shoulders beyond the outermost truck wheel tracks. • Reconfigure intersection striping to prevent turning trucks from crossing over double yellow stripes. • Install signage to warn trucks about blocking the railroad tracks. Consult with Union Pacific regarding any additional measures needed. • Reconfigure traffic stripes and trim or remove trees and vegetation to eliminate horizontal sight distance constraints. Construct acceleration and deceleration lanes at the intersection for trucks turning right onto southbound Welty and northbound trucks turning left onto State Route 33. 4.4.2 The project would increase traffic on regional roadways in 4.4.2 Implement Mitigation Measure 4.4.1 b.
