4.6-513, and 4.6-5C summarize NOx, ROG, and PM10 emissions from Project <br /> operation for on-site processing equipment, on-site equipment, and haul trucks at <br /> production levels of 4.0, 2.85, and 1.7 million ton/year, respectively. (Draft EIR, <br /> pp. 4.6-21-4.6-24.)Section 4.6 does not contain a breakdown of the relative <br /> contributions from the various Project processes,e.g., from mining, processing, <br /> asphalt production, concrete production, recycling operations, etc., to total Project _ <br /> operational emissions. The Draft EIR claims that detailed emission calculation <br /> assumptions, background data for emission sources, and emission factors and other <br /> pertinent information are contained in Appendix D. (Draft EIR, p.4.6-16.) This could B-3 <br /> not be further from the truth. Appendix D contains only very general descriptions of cont. <br /> the Project's various processes, mostly verbatim from the U.S. EPA's AP-42, <br /> Compilation of Air Pollution Factors, several tables with emission factors and <br /> equipment characteristics, a number of equations, and a few Project-specific <br /> assumptions scattered throughout. Appendix D does not contain a step-by-step <br /> demonstration of how the emissions presented in the Draft EIR's Section 4.6 were <br /> derived. Neither the Draft EIR's Section 4.6 nor the Appendix contains the actual <br /> calculations or modeling results. In other words, the Draft EIR fails to provide <br /> sufficient information to review the results it presents in its air quality analysis. <br /> Thus, the reviewer must take on faith the emissions as presented, contrary to the <br /> disclosure requirement of CEQA. ` <br /> Specifically, the Draft EIR fails to provide the following: <br /> — Printouts of spreadsheets with calculations of Project construction and <br /> operational emissions for each process or Project component,e.g., grading, <br /> mining, sand and gravel processing, asphalt production, concrete <br /> production,recycling operations, haul truck traffic; <br /> — Printouts of EMFAC2002 input/output files used to derive emission <br /> factors; B-4 <br /> — Printouts of input/output files for the CALINE4 screening dispersion <br /> model; <br /> — Printouts of input/output files for the AERMOD dispersion model; _ <br /> — Printout of meteorological data or a reference to publicly available data set <br /> used for dispersion modeling. <br /> This information is normally provided in an EIR but was not here. Here, the <br /> Draft EIR simply presents results without providing the reviewer with sufficient _ <br /> information to verify these results. This is not acceptable under CEQA. <br /> 2 <br />
