EXECUTIVE SUMMARY (Continued) <br /> To mitigate the cumulative 2025 impacts of Haul Route 3, a northbound right-turn lane would be <br /> required. As an alternative to mitigating cumulative year 2025 conditions, the Project may be <br /> conditioned to eliminate Haul Route 3 after the pending construction of the Bird Road / SR 132 <br /> interchange,at which time only Haul Route 1 would be allowable. <br /> Intersection of SR 33 and Vernalis Road(Connector to SR 132) <br /> The intersection is currently operating at a level of service D, which is typically considered <br /> unacceptable to Caltrans. The intersection is expected to continue to operate at a level of service D <br /> based on near-term-without-Project conditions. Haul Route I is not expected to create new traffic at <br /> the intersection and therefore is not considered to impact the intersection. However,Haul Route 3 is <br /> expected to result in an opening-day significant impact that would require mitigation. A review of <br /> peak-hour traffic signal warrants suggests that traffic signals are not warranted at the intersection <br /> based on existing and near-term-with-Project conditions. <br /> The intersection is expected to operate at a level of service F in the year 2025 even without the _ <br /> proposed Project. Haul Route 1 is not expected to create additional significant impacts in the year <br /> 2025. However,Haul Route 3 would contribute to the cumulative year 2025 impacts. <br /> To mitigate the impacts created by Haul Route 3 on opening day, all-way stop control would be <br /> required. However, all-way stop control should not be installed unless warrants are satisfied after <br /> the Project begins operating. Since Haul Route 3 is expected to be an alternate route, it is unlikely <br /> that warrants for all-way stop control will be met on a long-term basis. Therefore, this impact may <br /> be considered adverse but not significant. <br /> To mitigate the cumulative impacts with Haul Route 3 in the year 2025, all-way stop control with <br /> construction of a westbound left-turn lane is expected to be required. As an alternative to mitigating <br /> cumulative year 2025 conditions, the Project may be conditioned to eliminate Haul Route 3 after the <br /> pending construction of the Bird Road /SR 132 interchange, at which time only Haul Route 1 would <br /> be allowable. <br /> Intersection of Bird Road and SR 132 <br /> The intersection is currently operating at unacceptable levels of service. Construction of the pending <br /> interchange appears to be warranted and is expected to mitigate the operation of the intersection to <br /> acceptable levels of service through the year 2025. The Project may be required to contribute an <br /> equitable share of the cost of the interchange or pay established development fees. <br /> Intersection of Koster Road and SR 132 <br /> The intersection is currently operating at unacceptable levels of service. Neither of the proposed — <br /> haul routes will utilize Koster Road at this intersection. Therefore, the Project will not create new <br /> turning movements and will only result in new through movements on SR 132. Project-specific <br /> significant impacts are not identified at the intersection. — <br />
