CONDITIONS OF APPROVAL <br /> QX-01-0002 <br /> Lonestar California <br /> Quarry Excavation Application No. QX-01-0002 was approved by the San Joaquin County Planning <br /> Commission on July 3, 2008. The effective date of approval is July 13, 2008. <br /> Unless otherwise specified, all Conditions of Approval and Ordinance requirements shall be fulfilled <br /> prior to the establishment of the use and the issuance of any building permits. Those Conditions <br /> followed by a Section Number have been identified as Ordinance requirements pertinent to this <br /> application. Ordinance requirements cannot be modified, and other Ordinance requirements may <br /> apply. <br /> 1. COMMUNITY DEVELOPMENT DEPARTMENT (Staff Contact: Chandler Martin) <br /> a. APPROVAL: This approval is for the quarry mining and reclamation project as described in the <br /> CEMEX VENALIS QUARRY FEIR DATED June 2008 (SCH No. 2002122122) using Mining Plan <br /> Option 1 <br /> b. IMPROVEMENT PLAN: Submit an "APPLICATION-SITE IMPROVEMENT PLAN"for each phase. <br /> A fee is required for the Site Plan review. <br /> c. MITIGATION MONITORING AND REPORTING PROGRAM: All Quarry activities and all <br /> reclamation shall conform to the attached CEMEX Vernal is Quarry Project Mitigation Monitoring and <br /> Reporting Program. <br /> d. STOCKPILING: No stockpiled soil or material shall be placed closer than twenty-five (25) feet to a <br /> property boundary. (Development Title Section 9-1415.3[b]) <br /> e. PRIVATE ROADS: All private roads involved in an excavation shall be maintained so as to control <br /> the creation of dust. The first one hundred (100) feet of any private road on the property which <br /> intersects with a publicly maintained road shall be surfaced in a manner approved by the Director. <br /> The access road and parking area off of South Costa Ranch Road shall be paved. Traffic-control <br /> and warning signs shall be installed, if required, at such intersection. The placement and size of <br /> these signs shall be approved by the Director of Public Works. (Development Title Section 9- <br /> 1415.3[c]) <br /> I. EROSION CONTROL: Protective vegetative planting, silt screen dams, or other approved methods <br /> shall be required where necessary for the control of erosion. An erosion and sediment control plan <br /> approved by Development Services Division shall be part of the reclamation plan. (Development Title <br /> Section 9-1415.3[d]) <br /> g. PERFORMANCE STANDARDS: Standards contained in Chapter 9-1025 shall be met unless <br /> otherwise modified by conditions of the Quarry Excavation Permit. (Development Title Section 9- <br /> 1415.3[e]) <br /> h. HOURS OF OPERATION: Excavation and processing will be 24 hours per day, Monday through <br /> Saturday. Only maintenance will occur on Sundays. (Development Title Section 9-1415.3[f]) <br /> Conditions of Approval 1 - QX-01-0002 <br />
