Transportation routes, <br /> (2) 4.7.4: Earthquake Preparedness and Response Plan. Prior to commencement of mining, the <br /> applicant staff shall complete an Earthquake Preparedness and Response Plan (EPRP) to <br /> address worker safety and plant operation status during and following a major earthquake. <br /> The EPRP shall be included or become a supplementary document to the standard site <br /> health and safety plan. The EPRP shall be prepared, implemented, and self-monitored by the <br /> applicant. The EPRP shall include pre-earthquake and post-earthquake preparedness <br /> requirements for the facility that include : <br /> A. Emergency evacuation routes to clear people of unsafe equipment and buildings, <br /> B. Procedures to locate and account for on-site personnel, <br /> H. List of current phone numbers for San Joaquin County sheriff and fire prevention, and <br /> City of Tracy Fire and Rescue, and <br /> I. Post-earthquake facility structure and quarry pit inspections. <br /> (3) The EPRP shall be provided to all employees and a copy shall be provided to local fire and <br /> rescue departments as well as to the facility file at the County of San Joaquin Community <br /> Development Department. The applicant shall update and redistribute when information <br /> changes or revisions are necessary. <br /> y. HYDROLOGY AND WATER QUALITY <br /> (1) 4.8.1a: Excavation/Groundwater Separation. The project applicant, shall, at no time, extend <br /> the depth of excavation below the depth of the water table and shall maintain a vertical <br /> separation between the water table and the active mining surface. Determination of the <br /> water table depth shall be based on historic regional groundwater levels for the unconfined <br /> aquifer. The vertical separation shall be determined appropriate by a California-certified <br /> hydrogeologist or civil engineer but shall not be less than five feet. <br /> (2) 4.8.1b: Groundwater Elevation Monitoring Schedule. The applicant shall monitor groundwater <br /> to ensure that the vertical separation between the nearest groundwater surface and the <br /> lowest point of the active excavation and reclaimed phases is maintained as required by the <br /> California-certified hydrogeologist and at no less than five feet. The groundwater levels shall <br /> be monitored on-site prior to and during all phases of excavation, prior to the initiation of <br /> excavation for each phase, and in the reclaimed phases. Groundwater shall be continually <br /> monitored in the active mining area on a bimonthly basis, within a week following each large <br /> rainstorm from October through April, and monthly during the remainder of the year. <br /> Conditions of Approval -7 - QX-01-0002 <br />
