Facts: The project has the potential to conflict with the State of California Department of
Transportation Scenic Highway Program and San Joaquin County General Plan. See Draft EIR,
p. 4.12-13.
Mitigation Measures
Mitigation Measure 4.12.2: Features tall enough to be seen above the visual screening
(processing plant, conveyor towers, loading hoppers, etc.) shall be painted in earthtones to
minimize their visibility but still must remain visible to air traffic in the area such as crop
dusters. (Draft EIR, p. 4.12-13.)
Findings:
Based on the whole record, this Commission finds that with implementation of Mitigation
Measure 4.12.2, impacts related to conflicts with adopted plans and policies relation to visual
resources are reduced to a less than significant level. (Draft EIR, p. 4.12-13.)
D.2.12.Cumulative hnpacts
Impact 6.3
The cumulative increase in traffic volumes associated with operation of the mine and past,
present, and future projects in the project area would result in increased impacts on area
roadways and/or intersections. (Draft EIR,p. 6-9.)
Significance Before Mitigation: Potentially Significant.
Facts: Truck traffic associated with cumulative development could result in roadway
deterioration and/or adverse traffic conditions. See Draft EIR, pp. 6-9 to 6-10.
Mitigation Measures
Mitigation Measure 6.3: Implement Mitigation Measures 4.4.1a, 4.4.1b, 4.4.2, 4.4.3, 4.4.4, and
4.4.5 to mitigate the project's incremental contribution to cumulative traffic impacts. (Draft EIR,
p. 6-10.)
Findings:
Based on the whole record, this Commission f nds that with implementation of Mitigation
Measure 6.3.1, the project's contribution to cumulative traffic impacts are reduced to a less than
significant level. (Draft EIR,p. 6-10.)
Impact 6.7
With mitigation, the project would not contribute to cumulative, regional adverse impacts on the
lower Tulare Formation aquifer. (Draft EIR,p. 6-12.)
Significance Before Mitigation: Potentially Significant.
29
