Facts: The project has the potential to conflict with the State of California Department of Transportation Scenic Highway Program and San Joaquin County General Plan. See Draft EIR, p. 4.12-13. Mitigation Measures Mitigation Measure 4.12.2: Features tall enough to be seen above the visual screening (processing plant, conveyor towers, loading hoppers, etc.) shall be painted in earthtones to minimize their visibility but still must remain visible to air traffic in the area such as crop dusters. (Draft EIR, p. 4.12-13.) Findings: Based on the whole record, this Commission finds that with implementation of Mitigation Measure 4.12.2, impacts related to conflicts with adopted plans and policies relation to visual resources are reduced to a less than significant level.
