Facts: The project has the potential to conflict with the State of California Department of <br /> Transportation Scenic Highway Program and San Joaquin County General Plan. See Draft EIR, <br /> p. 4.12-13. <br /> Mitigation Measures <br /> Mitigation Measure 4.12.2: Features tall enough to be seen above the visual screening <br /> (processing plant, conveyor towers, loading hoppers, etc.) shall be painted in earthtones to <br /> minimize their visibility but still must remain visible to air traffic in the area such as crop <br /> dusters. (Draft EIR, p. 4.12-13.) <br /> Findings: <br /> Based on the whole record, this Commission finds that with implementation of Mitigation <br /> Measure 4.12.2, impacts related to conflicts with adopted plans and policies relation to visual <br /> resources are reduced to a less than significant level. (Draft EIR, p. 4.12-13.) <br /> D.2.12.Cumulative hnpacts <br /> Impact 6.3 <br /> The cumulative increase in traffic volumes associated with operation of the mine and past, <br /> present, and future projects in the project area would result in increased impacts on area <br /> roadways and/or intersections.
