FINDINGS REGARDING IMPACTS ANALYZED IN THE EIR AND <br /> DETERMINED TO BE SIGNIFICANT AND UNAVOIDABLE <br /> This section includes findings for project impacts which are determined to be significant even <br /> with the imposition of mitigation measures. These impacts cannot be mitigated to a less than <br /> significant level and therefore remain unavoidable. Although this Commission finds that all <br /> significant impacts of this project listed below cannot be substantially lessened or avoided by the <br /> imposition of mitigation measures or alternatives, the mitigation measures found in the EIR and <br /> listed below will be implemented to lessen the project's impact. Specific findings of this <br /> Commission for each impact are set forth below in this section. <br /> This section, together with Section G of the findings below, addresses the requirements in CEQA <br /> Guidelines Section 15093. CEQA requires the lead agency to balance the benefits of a proposed <br /> project against its unavoidable significant environmental impacts and to determine whether the <br /> impacts are acceptably overridden by the project benefits (outlined in Section F). As described <br /> herein,both project-level and cumulative unavoidable significant impacts would occur in the <br /> areas of Land Use,Noise and Air Quality. <br /> 31 <br />
