1.5 EIR Organization 'r This EIR also identifies mitigation measures. The CEQA Guidelines(Section 15370)define W mitigation as: • Avoiding the impact altogether by not taking a certain action or parts of an action; ` • Minimizing impacts by limiting the degree or magnitude of the action and its implementation; • Rectifying the impact by repairing,rehabilitating, or restoring the affected environment; • Reducing or eliminating the impact over time by preservation and maintenance operations during the life of the action; and • Compensating for the impact by replacing or providing substitute resources or environments. 1 .5 EIR Organization i This Draft EIR is organized into nine chapters as described below. Chapter 1,Introduction. This chapter describes the purpose and organization of the Draft EIR and the EIR preparation, review,and certification process. Chapter 2,Executive Summary.A summary of the project description,a description of issues r to be resolved and areas of controversy,the significant environmental impacts that would result from project implementation, and mitigation measures and alternatives proposed to reduce or eliminate those impacts are provided in this chapter,pursuant to CEQA Guidelines Section —� 15123(b). Chapter 3,Project Description.Chapter 3 describes the project location and project background,outlines project objectives, lists permits and approvals required for the project,and summarizes components of the project,pursuant to CEQA Guidelines Section 15124. Chapter 4,Environmental Analysis.Each environmental issue area describes the existing environmental setting,discusses the environmental impacts associated with project construction and operation, and identifies mitigation measures for the impacts of the Proposed Project, ` pursuant to CEQA Guidelines Section 15125 and 15126. Chapter 5,Alternatives to the Proposed Project.Chapter 5 provides descriptions and analysis for each of the alternatives to the Proposed Project, pursuant to CEQA Guidelines Section i 15126(f) and 15126.6. Chapter 6,Other Statutory Considerations.Chapter 6 discusses the potential for the Proposed Project to induce urban growth and development,pursuant to CEQA Guidelines Section ` 15126(d).
