The CEQA Guidelines(Section 15370)define <br /> W mitigation as: <br /> • Avoiding the impact altogether by not taking a certain action or parts of an action; <br /> ` • Minimizing impacts by limiting the degree or magnitude of the action and its <br /> implementation; <br /> • Rectifying the impact by repairing,rehabilitating, or restoring the affected <br /> environment; <br /> • Reducing or eliminating the impact over time by preservation and maintenance <br /> operations during the life of the action; and <br /> • Compensating for the impact by replacing or providing substitute resources or <br /> environments. <br /> 1 .5 EIR Organization <br /> i This Draft EIR is organized into nine chapters as described below. <br /> Chapter 1,Introduction. This chapter describes the purpose and organization of the Draft EIR <br /> and the EIR preparation, review,and certification process. <br /> Chapter 2,Executive Summary.A summary of the project description,a description of issues <br /> r to be resolved and areas of controversy,the significant environmental impacts that would result <br /> from project implementation, and mitigation measures and alternatives proposed to reduce or <br /> eliminate those impacts are provided in this chapter,pursuant to CEQA Guidelines Section <br /> —� 15123(b). <br /> Chapter 3,Project Description.Chapter 3 describes the project location and project <br /> background,outlines project objectives, lists permits and approvals required for the project,and <br /> summarizes components of the project,pursuant to CEQA Guidelines Section 15124. <br /> Chapter 4,Environmental Analysis.Each environmental issue area describes the existing <br /> environmental setting,discusses the environmental impacts associated with project construction <br /> and operation, and identifies mitigation measures for the impacts of the Proposed Project, <br /> ` pursuant to CEQA Guidelines Section 15125 and 15126. <br /> Chapter 5,Alternatives to the Proposed Project.Chapter 5 provides descriptions and analysis <br /> for each of the alternatives to the Proposed Project, pursuant to CEQA Guidelines Section <br /> i <br /> 15126(f) and 15126.6. <br /> Chapter 6,Other Statutory Considerations.Chapter 6 discusses the potential for the Proposed <br /> Project to induce urban growth and development,pursuant to CEQA Guidelines Section <br /> ` 15126(d).
