3.Project Description <br /> located in Stanislaus County are designated as Agriculture in the Stanislaus County General Plan <br /> and zoned as General Agriculture, 40 acre minimum. <br /> The project site is currently utilized for the cultivation of row crops and orchards,with apricot <br /> production as the main crop. Hospital Creek crosses the southwest comer of the site and the <br /> Delta-Mendota Canal is located adjacent to the western portion of the site.The Hetch Hetchy <br /> Aqueduct is located across Blewett Road to the north of the project site and parallels Blewett <br /> Road.The Hetch Hetchy Aqueduct is a buried two-pipe aqueduct that takes water from near <br /> Yosemite to the San Francisco Bay area. The California Aqueduct is located approximately — <br /> 2,000 feet west of the project site <br /> Improvements on the project site include a residential house and barn located on the privately- _ <br /> owned parcels off South Costa Ranch Road(formerly Koster Road). Other improvements include <br /> a mobile home and outbuilding located on the north side of Hospital Creek and two mobile <br /> homes located south of Hospital Creek. The house and barn would be relocated to another — <br /> location on-site before mining occurs at their existing location. The mobile homes and <br /> outbuilding will be removed. <br /> The Applicant owns all except four parcels(approximately 156 acres)of the project site,which <br /> are leased from a private owner.Two of these parcels that are not owned by the Applicant <br /> (265-010-17 and 18)were under Williamson Act non-renewal status(filed in 1995)with the — <br /> contract scheduled to end in 2005. These two parcels consist of approximately 3 acres near the <br /> southwestern comer of the project site and are the proposed site of relocation of the residence. <br /> Two other parcels(265-010-15 and 16)under Williamson Act contract comprise 156 acres of the — <br /> project site. Since the Williamson Act contracts for these parcels predate June 7, 1994,reference <br /> to the compatibility standards defined in the County zoning ordinance is appropriate. <br /> Chapter 9-1810 of the San Joaquin County's Ordinance indicates that Quarry Operations are — <br /> considered a compatible use under the Williamson Act provided the quarry is rehabilitated to <br /> agricultural use [Section 9-1810.3(b)(1)(W)j. <br /> RMC Parc Vernalis Ouarty Mining and Reclamatlon Project ESA 1203015 <br /> Draft Environmental Impact Report May 2008 <br />
