3.Project Description <br /> 3.6 Proposed Project Components - <br /> The Applicant proposes to conduct a phased mining program that would excavate pit run material <br /> and convey it to an on-site central processing plant. There will be nine phases, with each phase — <br /> mined separately and in a different location on the project site. In addition to mining, Phase IX <br /> will include the installation of the processing plants, scales and other facilities. Phase IVA will <br /> include the installation of a portable plant site that will be used during the mining of Phase IX. — <br /> Mining will begin with Phase I,and once Phase I is completed the extraction would proceed to <br /> Phase If and continues in numerical order until Phase IX is mined. Refer to Figure 3-3 and <br /> Figure 3-4 for the proposed mining plan (Option 1 and Option 2)and the location of the separate <br /> phases. Silt products from the plant would be discharged into silt ponds. All disturbed surface <br /> runoff would either be directed to silt ponds or contained within the mining excavation. <br /> Reclamation will also follow in the mining order, starting with Phase I. The portable processing <br /> plant will be removed from Phase IV once all the material is extracted and processed from <br /> Phase IX. — <br /> The proposed mining operation would consist of the extraction of 1.7 to 4.0 million tons per year <br /> of aggregate materials(sand and gravel)over a 26-to 60-year time period, depending on market _ <br /> conditions. Mining would begin approximately one year after San Joaquin County and Stanislaus <br /> County approve the project and would initially utilize a portable aggregate processing plant while <br /> the stationary plant is constructed. The operation would be open pit,sand and gravel harvesting — <br /> and processing. A mining plan was developed based on reviewing over 35 soil borings completed <br /> on the Project site. Mining depths would vary from 70 to 120 feet below ground surface, <br /> depending on the groundwater level. No mining would occur in the groundwater aquifer. — <br /> In addition to the mining operation, the project would include a processing plant, a ready mix <br /> concrete plant, an asphalt plant, recrushing/recycling of broken concrete and office facilities. The <br /> hours of operation for both excavation and processing would be 24 hours per day, six days per <br /> week(Monday through Saturday), with maintenance occurring on Sundays. <br /> A paved entrance to the plant and office site would be constructed off Koster Road. A <br /> landscaping screen would be developed within a 50-foot setback along Blewett Road and the <br /> northern portion of Koster Road, from Blewett Road to the entrance of the mining facility,to — <br /> screen operations from the roadways. The entire site would be enclosed with either existing or <br /> new fencing. Figure 3-3 and Figure 3-4 depict the locations,features,and phases of the proposed <br /> mining operation. <br /> 3.6.1 Site Preparation and Construction - <br /> Site Clearing and Grading _ <br /> Mining would be initiated by first clearing and grubbing the project site of vegetation,trees, <br /> structures and debris. The trees and vegetation will be mulched by an outside contractor and used <br /> in the on-site landscaping. Excess mulch will be removed from the site.
