5.Mitigation Monitoring and Reporting Program <br /> TABLE 5-1 <br /> MITIGATION MONITORING AND REPORTING PROGRAM <br /> CEMEX VERNALIS QUARRY PROJECT <br /> Mitigation Measure Responsible Party Monitor Timing Sign Off <br /> 4.4 TRANSPORTATION AND CIRCULATION <br /> 4.4.1a: Although the intersection of Koster and Blewett Roads is anticipated to operate at Applicant Pfd Prior to Issuance of <br /> acceptable levels of service with project implementation,the intersection will require widening to Grading or Building <br /> accommodate truck turning movements if access to the mining site is provided via Koster Road Permits <br /> (South Costa Ranch Road).Additionally,all-way stop control will be required to mitigate this <br /> intersection's cumulative year 2025 unacceptable levels of service impacts from Haul Route 1. If the <br /> County allows the use of this site access,the project sponsor would fund its fair share of this <br /> measure as a condition of approval of the project.Peters Engineering Group conducted a Fair-Share <br /> Percentage analysis as part of its Traffic Impact Study for this project. <br /> 4.4.1 b:As a condition of approval,the applicant will be required to contribute an equitable share of Ongoing <br /> the cost of the construction of a new Interchange at SR 132 and Bird Road. Applicant's payment of <br /> its equitable share will be made through the creation of a CFD according to the County's June 6, <br /> 2008 Acceptance of Petition from the Vernalis Producers Group to Form a Community Facilities <br /> District,or other similar financing mechanism. Caltrans has approved a Project Study Report for an <br /> interchange to replace the existing Intersection. The proposed interchange is expected to mitigate <br /> the cumulative impacts to the intersection(for Haul Route 1). <br /> 4.4.1c:As a condition of approval,the applicant will be required to contribute an equitable share of <br /> the cost of installing new traffic signals and construction of a separate southbound left-tum lane and <br /> protected left-tum phasing at the intersection of Bird Road and Blewett Road.Traffic signal warrants Once warrants met <br /> must be satisfied at this intersection for implementation of this measure.These proposed <br /> improvements are expected to mitigate the cumulative impacts to the intersection(for Haul Route 1). <br /> 4.4.1d: The proposed project will be conditioned to operate at a maximum annual production of 1.33 <br /> million tons while Haul Route 3 is in operation.If the proposed project is limited to 1.33 million tons <br /> per year,the near-term with-Project level of service will be C and no significant impacts will occur.To Until Bird/132 <br /> mitigate significant impacts in the cumulative conditions,the proposed project may be conditioned to interchange built <br /> eliminate Haul Route 3 after the construction of the Bird Road/SR 132 interchange,at which time <br /> only Haul Route 1 would be allowable. <br /> 4.4.1e: In order to address safety concerns associated with Haul Route 3 through the SR 33/Welty <br /> Road intersection,the proposed project will be required to Implement the following improvements to <br /> this intersection to the extent feasible: <br /> • Construct 4-foot shoulders beyond the outermost truck wheel tracks. <br /> • Reconfigure intersection striping to prevent turning trucks from crossing over double yellow <br /> stripes. <br /> • Install signage to warn trucks about blocking the railroad tracks.Consult with Union Pacific <br /> Cemex Vernalis Quarry Mining and Recantation Project 5-3 ESA/203015 <br /> Final En*wirrertlsl Impact Report <br /> June 200 <br />
