4 4 Transportation and Circulation <br /> r <br /> expressway. The ADT on SR 132 in the project area is approximately 18,000 vehicles; peak-hour <br /> traffic flow is highly directional,with an approximate 10/90 eastbound/westbound split in AM <br /> r <br /> peak-hour traffic (Caltrans Traffic Data Unit, 2002). <br /> Local Roadway Access <br /> " Local access roads serving the project site include east-west Gaffery Road and Blewett Road, and <br /> north-south Koster Road,McCracken Road,and Bird Road. These two-lane roads generally have <br /> 18 to 20 feet of pavement width,with no shoulders and no posted speed limits. Traffic tends to <br /> travel at or near the State maximum speed limit for undivided highways of 55 miles per hour. <br /> McCracken and Bird Roads are classified as Collector roads,and Gaffery, Koster and Blewett <br /> Roads are classified as Local roads. Traffic volumes on these local roadways are generally light. <br /> Local intersections are unsignalized,with stop sign control on the minor street approaches. <br /> Study Area and Analysis Approach <br /> The study intersections and road segments were determined based on their proximity to the site <br /> r and the amount of project traffic expected. This analysis includes analysis of the following <br /> intersections,which are shown on Figures 4.4-2 and 4.4-3: <br /> • Bird Road/SR 132; <br /> • Koster Road/SR 132; <br /> • Welty Road/SR 132; <br /> • Bird Road/Blewett Road; <br /> • Koster Road/Blewett Road; <br /> • Welty Road/Blewett Road; <br /> • McCracken Road/SR 132; <br /> • SR 132/Interstate 5 (interchange); <br /> • SR 132/Interstate 580(interchange); <br /> • Interstate 5/Interstate 580(interchange). <br /> • Welty Road and Blewett Road <br /> Additionally,this analysis includes review of the following road segments: <br /> • Bird Road-Blewett Road to SR 132; <br /> • SR 132-Chrisman Road to Bird Road; <br /> • SR 132-Bird Road to Interstate 5; <br /> • SR 132-Interstate 5 to Koster Road; <br /> • SR 132- Koster Road to McCracken Road; <br /> • Blewett Road- Bird Road to Interstate 5; <br /> • Blewett Road- Interstate 5 to Koster Road. <br /> The study time period included the weekday AM peak hour,which typically occurs between <br /> 7:00 and 9:00 AM. <br /> The existing lane configurations at each of the study intersections are shown in Figures 5 and 6 <br /> contained in Appendix C. <br /> RMC Parc Vernalis Quarry Mining and Reclamation Project ESA/203015 <br /> Draft Environmental Impact Report May 2006 <br /> r <br />
