4.5 Noise <br /> am Project Sensitive Receptors <br /> Noise-sensitive land uses in the immediate vicinity of the project are limited to residential <br /> dwellings on agricultural-zoned land, which are shown on Figure 4.5-2. Three residences <br /> (residences Rl,R2 and R3; see Figure 4.5-2)are located west and southwest of the project site on <br /> Koster Road on the west side of the Delta-Mendota Canal. Residence R3 is located about 600 feet <br /> west of the northern portion of the Phase V area of the project site. Residences R1 and R2(which <br /> are shielded from the site by earthen berms approximately 15 feet tall on both sides of the Delta- <br /> Mendota Canal)are located further south, approximately 850 feet from the southwest corner of <br /> the project site. Residences R4 and R5 are located south of Blewett Road, approximately 100 feet <br /> from the northeast property line of the project.The other nearest residences are Residences R6, <br /> R7, and R8; these residences are approximately 1,200 to 1,500 feet from the northeast comer of <br /> ` the project site. <br /> There are also other residences located along proposed truck routes that provide access to the <br /> ` project site. One residence(R10)is associated with the maintenance buildings on the south side <br /> of Blewett Road just west of the overcrossing of Interstate 5. There are approximately eight <br /> w. residences (not shown on Figure 4.5-2)along Blewett Road(between the project site and Welty <br /> Road)east of the project site,two residences(not shown on Figure 4.5-2)between Welty Road <br /> and State Route 22,and approximately four residences(not shown on Figure 4.5-2)at the <br /> intersection of Welty Road and State Route 33. Another house(R9)lies 200 feet east of Koster <br /> Road,between Blewett Road and SR 132.There are also clusters of houses along SR 132 east of <br /> Interstate 5 (Residential Clusters A and B on Figure 4.5-2), which are set back approximately <br /> 150 feet from SR 132.All of the aforementioned sensitive receptors are located in San Joaquin <br /> County. The closest school(not shown on Figure 4.5-2)to the project site is located on Welty <br /> Road, approximately 5,000 feet east of the project site in Stanislaus County. <br /> POP <br /> Regulatory Setting <br /> r. The project site lies within unincorporated portions of San Joaquin and Stanislaus Counties. <br /> Regulations from the San Joaquin General Plan Noise Element and the San Joaquin County <br /> Development Title are included below. Regulations from the Stanislaus County General Plan <br /> Noise Element are not included because a relatively small portion of the project site lies in <br /> Stanislaus County (98 of 680 acres)and because there are no noise-sensitive receptors in <br /> Stanislaus County located within 5,000 feet of the proposed mining activity or along haul routes <br /> leading to the project site. <br /> ` San Joaquin County Noise Element <br /> The San Joaquin County Noise Element establishes specific policies to ensure acceptable noise <br /> environments for each land use.Applicable policies include the following: <br /> RMC Parc vernalis Quarry Mining and Reclamation Project 4.b-b ESA/203015 <br /> Draft Environmental Impact Report May 2006 <br />
